The Senior Business Data Analyst will be responsible for identifying a problem statement, gathering requirements, identifying the proper data solution, and documenting the decisions to support GEHA's business stakeholders. The Senior Business Data Analyst will be responsible for mentoring and leading team members and recommending standards and processes. This role supports data development and maintenance efforts of the Data & Analytics activities and initiatives in alignment with the Enterprise Data strategy, policies, and organizational goals. Duties and Responsibilities

  • Reviews, analyzes and creates detailed documentation of business rules and data needs.

  • Coordinates discussions with business/stakeholders and cross functional/technical teams to capture and review use cases, requirements, and other technical documents to ensure all business requirements are accurately reflected and accounted for (including data lineage and transformations).

  • Collaborates with developers and architects to define and document the data solution to meet needs outlined in the business rules and needs.

  • Responsible for obtaining business/stakeholder approval, that passes audit scrutiny, for data solutions delivered in a production state.

  • Documents data ingestion, transformation, and consumption including workflows, data models, data classification, and steps required to curate trusted data.

  • Responsible for ensuring all documentation reflects the current state and outstanding issues so that business requirements reflect proper state of data.

  • Support the cloud data framework that aligns with the Enterprise Data Strategy, policies, and organizational goals.

  • Ensures that the delivered data and processes fulfill the documented business rules and data needs.

  • Ensure that all items follow company change management process.

  • Leads backlog grooming, refinement, and planning meetings.

  • Presents documentation of business rules, data needs, technical documentation and data models.

  • Champions department standards for documentation and ensures that all assigned projects meet compliance and can withstand audit scrutiny.

  • Peer Reviews documentation of business rules, data needs, technical documentation and data models.

  • Create data models based on the data solution decisions and conceptual models in collaboration with the data architect and developer.

  • Leads decisions and discussions with business/stakeholders and cross functional/technical team collaboration

  • Own data model decision and design in collaboration with the data architect and developer.

  • Provides guidance in QA work when requested so the appropriate level of testing is planned and executed.

  • Provides mentorship to other Business Data Analysts regarding best practices for the business and data analysis disciplines.

  • Maintains a calm and composed demeanor and brings disparate viewpoints to a place of common understanding through skilled negotiation and diplomacy. Maintains a neutral viewpoint when working with customers yet understands when their SME-level knowledge is appropriate to interject into the conversation.

  • Other duties as assigned.

Knowledge, Skills, and Abilities

  • Requires 5-8 years of relevant technical or business work experience with demonstrated experience within healthcare industry or data and analytics.

  • Bachelor's degree in computer science, information systems, healthcare administration, mathematics, or a related field or comparable experience. Additional years of qualifying work experience may be considered in lieu of formal education.

  • Advanced data query skills

  • Competent in Microsoft Azure Data tools and Snowflake Technologies.

  • Experience gathering business rules and requirements

  • Experience working with stakeholders in an official approval process as part of a development life cycle.

  • Background and experience in Data Analysis, Data Profiling, Data Transformation and Data Reporting.

  • Experience problem solving and root cause analysis

  • Understanding of CI/CD Pipelines

  • Experience leading collaborative work in a team environment.

  • SME level knowledge of healthcare industry (insurance preferred) as well as SME level knowledge of data warehousing or analytics.

  • Preferred fundamentals certification in Azure, Snowflake, Databricks, or comparable cloud platform or technology.

Work-at-home requirements

  • Must have the ability to provide a non-cellular High Speed Internet Service such as Fiber, DSL, or cable Modems for a home office.
  • A minimum standard speed for optimal performance of 30x5 (30mpbs download x 5mpbs upload) is required.
  • Latency (ping) response time lower than 80 ms
  • Hotspots, satellite and wireless internet service is NOT allowed for this role.
  • A dedicated space lacking ongoing interruptions to protect member PHI / HIPAA information

Please note that the salary information is a general guideline only. GEHA considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/training, key skills, internal peer equity, as well as, market and business considerations when extending an offer.

The annual base salary range for this position is $90,512 - $127,589 USD.
