Overview

Nakupuna Consulting is seeking to hire a Telecommunications Engineer to support the implementation, configuration, and modernization of advanced wireless networking infrastructure in support of the Marine Corps Enterprise Network (MCEN-N) Wireless Lifecycle Refresh and Expansion at six USMC East Coast installations. This role will be responsible for designing and implementing inside and outside plant (ISP/OSP) systems, integrating wireless technologies, coordinating infrastructure enhancements, and ensuring all work complies with DoD, Marine Corps, and ISTC technical and security standards.

Responsibilities

The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.

Perform complex tasks related to telecom network operations, installation, and maintenance, ensuring alignment with MCEN-N architecture.
  • Participate in initial site surveys (VSS) to validate project requirements, identify constraints, and collect technical and physical data to support wireless refresh and expansion design.
  • Act as a key contributor during the Design Phase to develop site-specific, standards-compliant engineering solutions that meet Government performance, security, and interoperability objectives.
  • Engineer wireless infrastructure solutions including AP placement, structured cabling, power provisioning, and controller configuration for both indoor and outdoor environments.
  • Oversee implementation activities to ensure field execution aligns with the approved design, project schedule, and technical requirements, including verification of proper AP provisioning and system integration.
  • Support cutover planning and execution, system outage coordination, and equipment removal to ensure seamless transitions with minimal operational disruption.
  • Collaborate with cross-functional teams-project managers, quality assurance, cybersecurity, logistics, and base stakeholders-to resolve design or implementation issues in real time.
  • Prepare and maintain engineering deliverables, including Technical Data Packages (TDPs), rack elevation drawings, cable route plans, and materials/equipment lists.
  • Ensure all work meets or exceeds DoD, USMC, and TIA/EIA technical standards, and adheres to D400/D401 WLAN solution architecture for security and interoperability.
  • Provide engineering support during Physical Configuration Audits (PCA), Post Cutover Reviews (PCR), and System Acceptance Testing (SAT) to validate conformance to design and performance requirements.

Qualifications

Qualifications: Proven experience designing, configuring, and deploying wireless solutions using Cisco and Aruba technologies, including APs, controllers, and switches.

  • Hands-on experience with Cisco wireless LAN controllers (WLC), Cisco Prime, and Cisco Catalyst switches, including implementation of VLANs, PoE, and QoS.
  • BICSI RCDD or BICSI Technician/Installer II (Copper/Fiber) certification.
  • Familiarity with MCEN-N D400/D401 wireless architecture standards and DoD cybersecurity and compliance frameworks.
  • Strong understanding of RF design principles, wireless standards (802.11a/b/g/n/ac/ax), and tools for site survey and optimization.
  • Experience supporting government programs, particularly Marine Corps or Navy installations, preferred.
  • Excellent verbal and written communication skills, with the ability to produce clear technical documentation and interface with stakeholders across multiple disciplines.

Education & Experience: Minimum of 10 years of experience in telecommunications engineering, with a focus on wireless LAN infrastructure, structured cabling, and network modernization in DoD environments. Bachelor's degree in Telecommunications, Electrical Engineering, Information Technology, or related field; equivalent experience may be considered in lieu of a degree

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
