Position Summary
Odyssey Systems has an exciting opportunity for a Principal Program Manager providing support to the Air Force Life Cycle Management Center/PEO Digital Directorate (AFLCMC/HB). The Air Force Program Execution Office for PEO Digital (AFPEO/HB) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the PEO Digital portfolio, which includes over 130 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/PEO Digital Directorate is headquartered at Hanscom Air Force Base, MA with geographically separated operating units CONUS and OCONUS. This is a full time position located at Hanscom Air Force Base, MA.
Responsibilities
In this Advisory and Assistance Services (A&AS) role, you will provide expert-level support to Department of Defense (DoD) programs by assisting government leadership with decision-making, planning, and execution throughout the acquisition lifecycle. You will apply your technical and/or professional expertise to ensure compliance with applicable policies and regulations, contribute to mission success, and help deliver critical capabilities to the warfighter.
Program Management & Acquisition Strategy Support
Support cost, schedule, and performance objectives for acquisition and development efforts across the program lifecycle.
Assist in developing and implementing acquisition strategies, including those aligned with DoD and AF guidance (e.g., DoDI 5000.02, 5000.80, 5000.81). Advise the Program Manager (PM) and Integrated Product Team (IPT) leads to maintain acquisition battle rhythm and successful program execution. Interpret, organize, and execute acquisition project assignments; identify and advise on issues with potential impact to cost, schedule, or technical performance. Outline and resolve policy disconnects, apply acquisition directives, and support process improvement initiatives.
Documentation & Reporting
Develop, review, and maintain program acquisition documentation, including APBs, ADM, LCSPs, MARs, RDOCs, RDT&E documents, and milestone decision briefings. Support the development and submission of acquisition reports and program documents in accordance with DoDI 5000.02, AFI 63-101/20-101, and AFPAM 63-128. Prepare and present program status briefings to senior leadership.
Contract & Source Selection Support
Provide acquisition inputs for RFPs including system requirements, Statements of Work (SOWs), CDRLs, and source selection strategies. Assist in evaluation of proposals, support incentive clause development, and prepare written technical recommendations to government PMs. Track and manage deliverables, evaluate ECPs, and monitor execution of contracts and task orders.
Financial & Risk Management
Assist with development of obligation/spend plans, Source Approval Requests (SAR), and Purchase Requests (PRs). Utilize financial systems including CCaR, IDECS, and EDA for acquisition tracking. Support the development and maintenance of risk management plans in accordance with the DoD Risk Management Guide, AFPAM 63-128, and RI3 Guidebook. Analyze Earned Value Management (EVM) data and correlate with Integrated Master Schedules (IMS).
Mission Planning Environment (MPE) & Operational Support
Ensure MPE systems are planned and executed in support of aircraft OFP and operational test events (FQT, DT/OT). Evaluate MPE effectiveness against cost, schedule, and performance metrics for CAF platforms. Support documentation and planning related to MPE-related Development Orders (DOs).
Software Development & Integration Oversight
Support software integration events including IV&V, FQT, developer and user evaluations. Monitor contractor interface plans, software schedule alignment, and OFP-driven milestones.
Policy & Guidance
Provide expert guidance on Air Force and DoD acquisition policy, including but not limited to DoDD 5000.1, DoDI 5000.02, AFI 63-101, 63-124, 63-1201, and AFMAN 63-119. Stay current with evolving acquisition reform efforts and their impacts on existing and future programs (e.g., RDC, Evolutionary Acquisition).
Qualifications
Citizenship: Must be a US citizen Clearance: Must have an Active Secret Clearance Minimum Required Qualifications: Education: Bachelor's Degree in a related field and 20 years of experience in the respective technical/professional discipline being performed, 10 of which must be in the DoD OR,
- 30+ years of directly related experience, 12 of which must be in the DoD
Technical Skills
- Extensive experience with DoD or Air Force acquisition programs
- In-depth knowledge of systems acquisition and program management principles, policies, and practices, as outlined in DoDI 5000.02 and 5000.75
- Strong understanding of DoD and Air Force roles, structures, and relationships
- Proficiency in qualitative and quantitative analysis techniques to evaluate the effectiveness, efficiency, and productivity of acquisition programs
Interpersonal Skills
- Excellent written and verbal communication skills
- Ability to work effectively in a dynamic team environment while meeting end-user requirements
- Strong attention to detail, problem-solving, and analytical abilities
Preferred Qualifications Education: Master's or Doctorate degree in a related field with 15 years of experience in the respective technical/professional discipline, including 8 years within the DoD
- Recognized Subject Matter Expert (SME) in Air Force acquisition programs
