Title: Unit Manager - Recruitment Operations and Results Development

$71,240 - $106,246.40 / Posted Thru: 4-10-25

Location: Hybrid - 2 days per week in-person at Lansing, MI office required

Must Live and Work in the state of Michigan

Purpose: This position is the Unit Manager for the Recruitment Operations and Results Development Unit (ROaRD). This role will be responsible for managing and directing staff and activities related to the coordination of recruitment operations, participant retention, and results dissemination for research, surveillance, and response efforts, including the emerging health threat activities within the Biomonitoring Epidemiology and Response Section (BEaRS) in the Environmental Health Bureau (EHB). The activities the Unit coordinates relate to technical aspects of recruitment operations, participant information management, call center/phone systems, best-practice approaches for results dissemination management, MiRESULTS portal access, and data quality for section biomonitoring, research, surveillance and response programs and projects. This Unit Manager works in cooperation with other unit and section managers within EHB.


Duties and Responsibilities:

  • Overseethe development and maintenance of written guidance that outlines Section practices and providemethods for efficient and effective recruitment operations, participant records management and results dissemination.
  • Provide supervision and direction to staff coordinating recruitment operations, participant records management, and results dissemination.
  • Oversee internal and external technical support for participants using the EHB results portal, MiRESULTS.
  • Identify software requirements and technical support needs related to recruitment operations, participant records management and results dissemination.
  • Ensure data quality through development and implementation of standard operating procedures (SOPs) and other written protocols within the operational governance framework.
  • Function as a first-line professional manager of professional positions in a standard work area.
  • Coordinate activities by scheduling work assignments, setting priorities, and directing the work of unit staff.
  • Facilitate strategic planning for the Unit's projects and develop work plans to implement and support these strategies.
  • Monitor and provide timely review of progress and adequacy of Unit work assignments.
  • Ensure proper written documentation and evaluation of Unit activities. Complete necessary reporting documents, including tracking metrics and other program evaluations as required by the Section, Division, or Bureau.
  • Evaluate and verify employee performance. Conduct performance evaluations per the defined schedule.
  • Hire new staff as necessary. Provide orientation for new staff.
  • Identify staff training needs and assist staff in obtaining corresponding training.
  • Ensure that proper labor relations and conditions of employment are maintained.
  • Participate in budgeting activities for Unit projects.
  • Communicate issues or staff needs to Section, Division, and Bureau Managers.
  • Always represent the best interests of MPHI and MDHHS.
  • All other duties as assigned.



Qualifications/Requirements:

Education: Possession of a bachelor's degree in any major.

Experience: Four years of professional experience required. Two or more years of leadership experience preferred. Advanced and demonstrated skill in Microsoft Excel, SAS or R preferred. Advanced experience with online data collection tools (e.g., REDCap, Qualtrics, Tableau) preferred.

  • Knowledge of the methods and techniques of public health informatics, including the managing, securing, and linking of public health data, preferred
  • Knowledge of relational database development, operation, and querying preferred
  • Knowledge of data cleaning and quality control preferred.



Work Environment and Physical Requirements: Physical effort typical of an office position. Requires valid vehicle operator's license and occasional travel within the state, including overnights. Less occasionally, travel may be required outside the state. There may be times when work outside of regular hours is necessary for the completion of a project. Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:



  • A secure work location that allows privacy and prevents distractions.
  • A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
  • Suitable lighting, furniture, and utilities.



RESPONSIBILITY FOR THE WORK OF OTHERS: This position will supervise multiple professional staff.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: The Unit functions to coordinate the management, governance, and security of data collected or obtained by the Environmental Health Bureau. The activities coordinated by the Unit relate to both technical aspects of data system development, operation, and linkage as well as best-practice approaches for data handling, security, and sharing across EHB. This position has a direct impact on the quality of services provided by MPHI to MDHHS.This individual will interface with subordinate staff and other managers in the Section, Division, Bureau, and MDHHS to ensure that Unit priorities are executed. The individual may attend meetings with decision-makers in other State departments to support collaboration and integration of programs that fulfill the mission of the public health code.
