The Role

As the Managing Director, Humanitarian Response - US Domestic Emergencies you'll be integral to our work in helping vulnerable children achieve a brighter future. You will lead and oversee the organization's US Domestic Emergencies Response Team within the Department of Humanitarian Response. In this role, you will support the compliant management of donor resources, achievement of the agency's domestic emergency response targets, and stewardship of relationships across Save the Children US (SCUS) and domestic partnerships.

You will provide managerial, technical and operational leadership for the execution of domestic emergency response in the United States. This includes leading emergency responses, supervising program staff, building and maintaining partnership relationships, monitoring program implementation, and other relevant team operations.

What You'll Be Doing (Essential Duties)*

Response Team Lead 40% (up to 100% during emergencies)



  • Lead the development of the domestic response strategy aimed at supporting children and families to recover from crisis.
  • Oversee the Save the Children's domestic emergency response program, ensuring effective communication, development, implementation of the strategy.
  • Deploy and lead all disaster response efforts, ensuring seamless integration of cash assistance, emergency education, psychosocial support.
  • Cultivate and sustain collaborative relationships with local, state, and federal agencies, as well as partner organizations, to ensure a unified and coordinated response.
  • Oversee the design and implementation programs tailored to the specific needs of affected communities.
  • Lead the needs assessment process to identify vulnerable populations and ensure appropriate program implementation.
  • Establish and manage transparent and efficient cash distribution systems, both digital and in-person, ensuring accountability and preventing fraud.
  • Oversee Humanitarian Domestic Emergency Response budget and work plans, allocating and deploying resources to support the achievement of Department, Division and agency objectives.


Team Management and Strategic Leadership(15%)



  • Train, develop, coach, lead, and supervise staff, clearly communicating organization, division and department priorities, and how their work contributes to our mission, ensuring that the working environment continually fosters diversity, inclusion, and belonging - supporting Save the Children values.
  • Proactively budget for and in partnership with the People and Culture team, recruit permanent and temporary staff, and consultants to meet workforce and professional development needs.
  • Actively contribute as a member of the DHR Senior Management Team and IP and USPs Expanded Management Teams to the execution of Save the Children's strategic plan and the continuous improvement of business operations.
  • Model and uphold a team culture of knowledge management and sharing. Advise, guide, and mentor team members, including managers, as they troubleshoot challenges and develop plans to proactively address issues.
  • Promote best practices and ongoing learning through community of practices, standing TA, and increased awareness of and access to professional development opportunities.
  • Work inclusively across the organization, facilitate cross-departmental collaboration to pursue partnership goals and priorities. Examples include collaboration with program advocacy, marketing and/or resource development colleagues to advance partnership opportunities that involve joint programming, joint advocacy, and thought leadership.
  • Lead and participate in working groups to inform Save the Children's design of tools and processes that improve award management tools, guidelines, and procedures.


Resource & New Business Development (20%)



  • Serve as primary point of contact for resource development and strategic partnerships teams; support the development of large-scale proposals and reports and support the cultivation of stakeholder relationships through in-person meetings, site visits and other engagement events as needed.
  • Prospect for new public partnerships and new funding opportunities within existing program states, and states prime for strategic expansion.
  • Promote programs and services targeting new grants, earmarks, and other designated funding opportunities.
  • Develop proposal pitches, deliver presentations, negotiate terms and conditions, close sales and follow up regularly with status reports.
  • Write, manage, and coordinate proposals and reports for state and local governments and ensure that they are completed and submitted on time.
  • Support fundraising, communications and reporting for recovery programs, including providing input into the development of high-quality concept notes, proposals, reports and budgets; work with marketing and communications colleagues to effectively tell our story to different donor audiences
  • Steward relationships to maximize long-term engagement and financial support.
  • Serve as primary point of contact for marketing and communications efforts; contribute to activities that increase brand visibility and program awareness, share knowledge products and results, represent Save the Children to the press as needed, and identify other media-worthy moments that highlight our work.
  • Support development and execution of communication and media strategies to increase program visibility and thought leadership through external communications, presentations, and other related activities.


Program Development & Implementation (15%)



  • Oversee all aspects of domestic emergencies program development; monitor practices, innovations, continuous improvement, and annual results to ensure programs meet or exceed quality standards.
  • Increase operational efficiencies and effectiveness; optimize staff resources, systems and processes, and actively pursue opportunities to increase reach and impact and reduce cost of delivery.
  • Oversee the translation of program design into high quality implementation frameworks; promote collaboration between program development and program implementation teams, M&E and shared services teams.
  • Ensure safeguarding protocols and safety and security policies are effectively implemented; regularly reviewing risks and incident reports, and direct resolution and mitigation activities
  • Support teams in program management for various special projects and initiatives with external national, state, and community-based partners, including grants program management coordination
  • Develop and implement a strategy to improve quality and efficiency of emergency responses and inform U.S. response protocol and strategies based on partnerships and field learnings.
  • Support state teams in the development of preparedness plans, providing technical assistance and best practices. Foster collaboration between technical advisor teams and field implementation teams; ensuring strategic approach is effective and in alignment with best practice and local contexts/needs.


Build, Lead and Maintain Strategic Partnerships (10%)



  • Identify and maintain current potential strategic partners aligned our humanitarian goals.
  • Invest time in developing relationships with key stakeholders at the partner organizations, demonstrating reliability and commitment.
  • Establish clear expectations and communication channels, fostering trust,
  • Regularly review partnership performance,
  • Pool expertise, technology, and capabilities with partners to respond to emergencies more efficiently.
  • Adapt to changing circumstances to ensure mutual benefit and long-term success.
  • Ensure that Save the Children's work is coordinated with efforts of the state teams and other agencies, ensuring the specific needs of children are addressed, and represent Save the Children in relevant coordination forums.
  • Be an active participant in strategic USP Alliances, and Consortiums, when needed support the development of strategic humanitarian response alliances with a focus on rural America.


Required qualifications for the role



  • Bachelor's Degree in Emergency Management, Crisis Management, Social Sciences or equivalent. Master degree preferred.
  • Experience with local, state and federal disaster assistance.
  • At least 10 years of experience in disaster response, humanitarian assistance, with at least 3 years in a leadership or management capacity.
  • Demonstrated ability to lead complex responses and multi-sector integrated programs.
  • Expert level technical and/or managerial knowledge, skills, and experience to lead a department or region, or to provide technical advice, guidance and direction related to large programs.
  • Passion for emergency response, coupled with strong business acumen and a pragmatic grasp of Save the Children's core mission.
  • Ability to deploy in 24/48 hours of an onset emergency.
  • Professional proficiency in MS Office suite
  • Professional proficiency in spoken and written English


Compensation

Save the Children is offering the following salary ranges for this position, dependent on candidate location:



  • Geo 1 - NY Metro, DC, and other locations with labor costs significantly above national average: Target Salary for this position is $131,750 - $147,250 base salary
  • Geo 2 - Locations around the US National Labor Cost Average: Target Salary for this position is $119,850 - $133,950 base salary
  • Geo 3 - Locations significantly below the US National Labor Cost Average: Target Salary for this position is $107,950 - $120,650 base salary


The salary ranges listed above are for US based candidates. For candidates located outside of the US, salary ranges will be based on the salary scales of the local employer of record. Actual base salary may vary based on, but not limited to, relevant experience, base salary of internal peers, business sector, and geographic location (more information on job structure is available here).
