ETAS was formed and dedicated to support the Department of Energy (DOE) Portsmouth/Paducah Project Office (PPPO) with technical and management services contributing to the safe and cost-effective implementation of the "One PPPO" mission.

We support the energy, defense, and science markets through responsive, cost-effective execution of critical environmental, facilities and infrastructure, and nuclear defense and nonproliferation projects.

Job Description

This position requires excellent communication and process-design planning skills to relate business concepts into workflow-processes and convey those processes into development requirements for custom applications development. The successful candidate must be able to work and communicate effectively with end-users, quickly understand work tasks being performed, and translate those tasks for software engineers. The successful candidate must also work closely with upper management and administration to track project schedules and develop technical documentation and operating procedures for end-user training and application support.

Liaise with managers and clients to define project requirements, scopes, and objectives that align with organizational goals

Coordinate internal and external resources, ensuring that projects remain within scope, schedule, and budget

Analyze project progress and, when necessary, adapt scope or timeline to achieve optimal results

Assign roles and tasks to team members based on their individual strengths and abilities

Help build the skill sets of team members and share learnings with other employees

Achieve organizational goals while adhering to standards and best practices

Ensure that all aspects of a project are organized and in conformance with timeline and deliverables requirement

Develop and maintain project performance database that tracks overall progress and achievement of milestones

Assign and monitor resources effectively to boost project efficiency and maximize deliverables output

Report project risks and outcomes to appropriate management channels, and escalate issues according to project work plan

Serve as point of communication between company teams and external resources

Deepen partnerships with outside resources, including third-party vendors and researchers

Job Requirements



  • Bachelor's Degree from an accredited university with a minimum of 3 years professional experience as a technical writer, information communications specialist, or similar field; with a heavy emphasis on technical writing and interpersonal communications
  • Experience gathering requirements and mapping processes using Microsoft Visio and Powerpoint, or similar tools
  • Familiarity with MoSCoW requirements gathering techniques, or similar prioritization strategies
  • Experience in coordinating teams and clients
  • Proven success in a corporate setting, working with all levels of management
  • Strong written, verbal and presentation skills



Preferred Qualifications



  • SharePoint site and content organization
  • Experience supporting US Government deliverables and workflow processes
  • Working knowledge of relational databases and SQL
  • Experience with Agile methodologies and practices

Federal Government Clearance:

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
