Job Description: Deputy Program Manager (dPM) - Flagship Government Program We are seeking an experienced Deputy Program Manager (dPM) to support a high-profile government program. Reporting directly to the Program Manager (PM), the dPM will be responsible for ensuring the successful execution of cost, schedule, and performance objectives under a cost-plus award fee prime contract. This role will serve as a key liaison between the Contracting Officer (CO), Contracting Officer's Representatives (CORs), Government Program Managers (GPMs), Technical CORs (COR-Ts), and Contractor senior leadership. The dPM will contribute to multiple program areas, including cost management, schedule tracking, contractor performance oversight, risk and opportunity management, requirements analysis, quality assurance, and customer reporting. The ideal candidate will demonstrate strong leadership and communication skills, ensuring seamless collaboration between customers, technical teams, and program stakeholders. The Deputy Program Manager shall possess the following capabilities: Key Responsibilities
- Program Execution & Performance Management
- Oversee cost, schedule, and technical execution to ensure program success.
- Identify and communicate issues to customers, subcontractors, and internal teams, implementing performance improvement plans as needed.
- Track and document accomplishments, contributing to Award Fee Self-Assessment (AFSA) and Contractor Performance Evaluation Assessment (CPEA) reports.
- Prepare and deliver program presentations and monthly reviews for customers and corporate leadership.
- Stakeholder Coordination & Team Support
- Act as a primary interface with government stakeholders and contractor leadership.
- Collaborate with Human Resources, Talent Acquisition, Security, Finance, and Contracts teams to support program operations.
- Lead staffing efforts, including resume reviews, candidate interviews, rate negotiations, selection, and onboarding.
- Organize and participate in team recognition and morale-building initiatives.
- Financial & Contract Management
- Review and approve financial deliverables, including Estimate to Complete (ETC), Funds and Man-Hour Report (FMHR), and Contract Data Report (CDR).
- Oversee and negotiate contract and subcontract documentation to ensure compliance with applicable regulations and policies.
- Manage International Traffic in Arms Regulations (ITAR) requirements, training, and reporting.
- Operational & Logistics Oversight
- Estimate and coordinate travel for CONUS and OCONUS locations.
- Gather procurement requirements, navigate government approval processes, and coordinate purchases through multiple vendors.
Qualifications:
- Experience:
- Minimum 5 years of experience as a program or project manager overseeing programs of similar scope, type, and complexity.
- Demonstrated expertise in requirements analysis, resource allocation, project costing, deliverable tracking, and schedule and financial data monitoring.
- At least 1 year of experience managing and controlling funds using complex financial mechanisms.
- Proven ability to manage multi-task contracts and subcontracts of varying types and complexity within a multi-vendor environment.
- Regulatory & Technical Knowledge:
- Strong working knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and ICD 801 policies.
- Experience reviewing and ensuring compliance with contractual and regulatory requirements.
- Skills:
- Exceptional written and verbal communication skills.
- Strong ability to analyze financial data, oversee contract deliverables, and manage risk and performance metrics
Certifications:
- Project Management Professional (PMP) certification, or
- FAC-P/PM Mid-Level, or
- Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program Management.
