STV is seeking a FAR Compliance and Reporting Manager to join our corporate finance team. This position is designated as hybrid (3 days week/in office) and can be located in one of our offices in New York City, or Douglassville, PA or Philadelphia, PA.

The FAR Compliance and Reporting Manager oversees compliance with the Federal Acquisition Regulation (FAR) and develops strategies to optimize our FAR overhead rates. This role ensures adherence to federal contracting standards and provides guidance to cross-functional teams on compliance and pricing practices. Additionally, this role will assist with compiling the financial reporting packages for the monthly reporting and quarterly compliance reporting.

Key Responsibilities:

  • FAR Compliance:
    • Serve as the primary expert on FAR/DFARS regulations, ensuring all practices align with federal and state requirements
    • Develop and maintain compliance programs, policies, and training for staff.
    • Oversee audits of contracts to ensure adherence to all applicable regulations and the annual FAR compliance audit.
    • Provide guidance to stakeholders on allowable costs, cost accounting standards (CAS), and other compliance matters
    • Collaborate with proposal teams to create cost/pricing models for bids and proposals, ensuring compliance with FAR guidelines
  • Reporting:
    • Assist with compiling financial reporting packages for monthly reporting and quarterly/annual compliance reporting
    • Prepare balance sheet forecasts and work with Treasury Manager on cash forecasting
    • Create ad hoc reports as required by Accounting and Finance
  • Leadership and Collaboration:
    • Work with the Corporate Controller, providing insights and recommendations on FAR compliance and overhead rate strategies
    • Lead and mentor a small team of compliance specialists, ensuring the team is up-to-date on FAR/DFARS regulations
    • Collaborate with legal, finance, and operations teams to address contractual compliance issues and develop solutions
    • Work with Corporate Controller, Treasury Managers, and Finance to compile reporting packages and prepare the balance sheet forecast

Qualifications:

  • Bachelor's degree in Business Administration, Finance or Accounting; advanced degree preferred but not required
  • CPA required
  • Minimum 5+ years of experience working with the FAR and, FAR/DFARS compliance
  • Minimum 5+ years of financial reporting and forecasting experience
  • Expertise in federal cost principles, cost accounting standards (CAS), and pricing practices for government contracts
  • Strong leadership and project management skills
  • Excellent written and verbal communication skills, with the ability to interact with senior leadership and external stakeholders
  • Proficiency in ERP systems and Microsoft Office Suite

Compensation Range:

$128,289.89 - $171,053.19
