Your Role

The Program Manager for Behavioral Health Initiatives, Principal Level, will report to the Director of Clinical Access Programs in the Blue Shield Promise Office of the Chief Medical Officer (CMO). The program manager will focus upon the Medi-Cal population, supporting strategic initiatives that seek to enhance quality behavioral healthcare delivery and outcomes, as well as integration of behavioral health into medical healthcare delivery environments. The program manager will design, develop, implement and evaluate a variety of innovative behavioral health initiatives and programs that focus upon our members and their ability to continuously access high quality, holistic care. The individual in this role must be able to develop strong, collaborative relationships with internal and external stakeholders to meet program objectives, and must be able to work within large, multi-disciplinary teams to monitor milestones and deliverables, manage complex projects to projected completion dates, and drive high performance outcomes. Though subject to change, Medi-Cal programs currently in this positions portfolio include the following: Adverse Childhood Experiences (ACEs) performance program, Maternal Mental Health program, Alcohol Misuse Screening and Counseling program, regulatory and accreditation compliance projects, provider education and training initiatives, and multiple Behavioral Health quality performance improvement projects.

Your Knowledge and Experience

  • Requires a Master's degree or equivalent experience
  • Requires at least 10 years of prior relevant experience working with Medi-Cal/Medicaid populations
  • Requires experience in helping to design, develop, implement, and evaluate innovative behavioral health initiatives and programs to improve the quality of care, preferably within a healthcare setting (e.g. Managed Care Plan, County Mental Health, Behavioral Health treatment centers, etc.)
  • Requires ability to lead cross-functional meetings and foster teamwork; drive escalation and resolution of issues, while promoting collaboration and coordination across broad categories of stakeholders
  • Analyze and interpret data from multiple sources, often creating PowerPoint documents to make meaning of and draw connections for leadership audiences and serve as a subject matter expert to regularly brief key stakeholders on different aspects of assigned initiatives
  • Knowledge of behavioral health quality measures and interventions, including NCQA HEDIS and MCAS measures
  • Experience working with populations with health equity disparities, challenging social determinants of health care and diverse communities
  • A California license in Behavioral Health, Public Health, Social Work, Psychology or Counseling related field is strongly preferred
