Basic Function

Join HF Sinclair as a Procurement Manager and lead a high-performing team at the center of our Midstream and Asphalt operations. In this influential role, you'll manage a team and serve as the primary point of contact for all Midstream procurement activities. You'll drive sourcing strategies that go beyond price-optimizing for total cost of ownership, long-term value, and operational efficiency. Job Duties

  • Leads the development and execution of procurement policies and procedures, ensuring alignment with corporate standards while driving operational efficiency and compliance.
  • Champions the effective use of procurement systems and related technologies, ensuring tools and hardware are fully leveraged to support seamless operations.
  • Develops, administers, and closely monitors procurement expense and capital budgets for the assigned location, with a focus on cost optimization and strategic forecasting.
  • Directly manages, coaches, and develops a high-performing team, overseeing all aspects of recruiting, onboarding, performance evaluation, and employee engagement.
  • Drives the identification and implementation of procurement best practices, serving as a key connector between HF Sinclair business units to foster knowledge sharing and continuous improvement.
  • Manages the delegation of procurement authority, overseeing requisition and invoice approval workflows to maintain financial discipline and accountability.
  • Leads cost reduction and risk mitigation initiatives, delivering measurable value through strategic sourcing and supplier management programs.
  • Performs in-depth spend analysis and trend evaluation, identifying consolidation opportunities and leveraging enterprise-wide buying power to drive savings.
  • Facilitates standardization of parts and materials across operational sites, promoting efficiency, interchangeability, and inventory control.
  • Oversees local vendor qualification and approval processes, ensuring adherence to company standards and supporting supplier diversity where applicable.
  • Coordinates internal and external audit activities, ensuring procurement practices meet regulatory and internal compliance requirements.
  • Establishes, tracks, and reports on procurement performance metrics, using data to evaluate outcomes and identify areas for improvement.
  • Provides oversight of contract administration, reviewing commercial terms, ensuring contract compliance, and mentoring staff in contract management principles.
  • Manages capital construction procurement activities, including vendor selection, cost control, and schedule alignment with project stakeholders.
  • May lead vehicle fleet acquisition and maintenance strategies, ensuring operational readiness and cost-effective lifecycle management.
  • Builds strong, trust-based relationships with Midstream leadership, acting as the primary procurement liaison and trusted advisor to ensure alignment and execution of business priorities.
  • Uses data-driven insights to support strategic procurement decisions, aligning procurement activities with stakeholder expectations and long-term business objectives.



Special assignments or tasks assigned to the employee by their superior or other local VP's or managers, as determined from time to time in their sole and complete discretion.

Experience

A minimum of 7 years of related on-the-job experience are required.

PREFERRED Experience:

A minimum of two (2) years of procurement/ purchasing experience in the oil and gas industry is preferred.

Education Level

A minimum of a Bachelor's Degree in a business related field, or an equivalent combination of education and work experience, is required.

Required Skills

Intermediate skill in Microsoft Office Suite; ability to effectively communicate with others, both written and verbal communication; advanced reading and writing skills; negotiating, interpersonal, time-management and organizational skills; proficient in procurement, inventory control and cost containment; knowledge of manufacturing principles, practices and procedures. Ability to perform intermediate to complex mathematical calculations.

PREFERRED SKILLS:

A C.P.M (Certified Purchasing Manager) designation is preferred.

Supervisory/Managerial Responsibility

Responsible for the direct supervision of up to 5 employees, or contractors, depending on assignment.

Work Conditions

Office based with up to 15% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, fumes and airborne particles. Subject to all temperatures, weather and varying road conditions. May be required to work extended hours and regularly exposed to outside weather conditions and varying road conditions.

Job conditions require sitting, talking or hearing, making visual inspections, making precise hand and finger movements, reaching or grasping, lifting and/or carrying up to 50lbs, perceiving color differences, and wearing personal protective equipment (beards not permitted). Job conditions may require standing, walking, and twisting, stooping, crouching, and kneeling.
