Currently, Alliant Health Solutions, a "2024 Best Place to Work and Healthiest Employer", seeks a Data Analytics Manager. This role is contingent upon award of contract. The Data Analytics Manager is responsible for leading data-driven strategies for the Medicaid Managed Care External Quality Review Provider Network data analytics. This role oversees data collection, analysis, visualization, and reporting to drive informed decision-making to improve health outcomes for Medicaid beneficiaries.

In this role, the ideal candidate will:

  • Lead the design, development, and execution of data analytics strategies to support external quality review functions
  • Identify trends, gaps, and opportunities to improve quality, efficiency, and outcomes in Medicaid programs
  • Collaborate with internal and external stakeholders to translate data insights into actionable quality improvement initiatives
  • Provides oversight for development of dashboards, sampling methodology, data analytics and key performance indicators
  • Develop data governance framework and monitors roles and responsibilities with an emphasis on data integrity and accessibility
  • Serve as the point of contact for and communicates with analytic peers at AHCA and MCPs
  • Ensure documentation for standard operating procedures for data exchanges with external parties and internal analytic processes
Other Job Functions:
  • Review all reporting products; contributes to monthly, quarterly, and annual reports to AHCA
  • Proven ability to lead teams and drive cross-functional collaboration
  • Excellent written and verbal communication skills, with the ability to present complex data insights to technical and non-technical audiences
  • Work in close collaboration with other team members to support the development of new projects and the continuous improvement of the overall work of the team.

  • Maintain security and confidentiality of all information in accordance with HIPAA laws and regulations and company policies.

Knowledge, skills and abilities required for this role include:

  • Computer literate; proficient in Microsoft Office applications, Customer Relationship Management (CRM) proficiency preferred
  • Understands and can articulate high level understanding of data warehousing and analytic technologies, including utilization of cloud-based solutions.
  • Understands how to utilize one or more data visualization products such as Microsoft Power BI, Tableau, or Qlik
  • Ability to travel by car or plane to Company locations, customer meetings or other locations as needed.
  • Advance knowledge of Medicaid policies and regulations
  • Demonstrated experience developing, maintaining, and managing by KPIs
  • Excellent analytical and problem-solving skills
  • Demonstrated experience providing requirements to developer staff and evaluating solutions.
  • Proven ability to manage projects and lead teams effectively.
  • Experience working with matrixed resources and departments.
  • Strong communication and interpersonal skills

Education, experience and training required and preferred for the position are below:

Required:
  • Master's in public health, Statistics, Health Informatics, Data Science, or a related field.

  • Minimum 7-10 years of experience in healthcare data analytics, quality measurement, or Medicaid managed care.

Preferred:

  • Understanding of Medicaid claims, member, and provider data
  • Experience working with state Medicaid agency personnel, Managed Care Organizations, and/or Medicaid Management Information System (MMIS) vendors

  • Experience working in a DevOps or similar development driven environment

  • Experience with population-based data analytic strategies

PHYSICIAL REQUIREMENTS

Essential duties are routinely performed in a professional office environment but may be conducted in remote or field locations. The role may require work at a station/desk and routinely requires use of standard office equipment such as computers, phones, photocopiers/scanners, and printers. Duties may require use of transportation to attend meetings or conduct duties outside of the office environment. Must be able to regularly remain in a stationary position and occasionally move about the office to access office machinery and facilities. Occasionally must be able to move/transport materials weighing up to 30 pounds, as well as position self to access files, equipment and work materials. This role frequently communicates to internal and external resources both verbally and written, via face-to-face, online and telephonic media. Must be able to understand and exchange accurate information in these situations, as well as translate into action. Short- term and long-term memory, abstract reasoning and decision making may be required on a regular basis. Core office business operational hours may be required.
