Summary:

The Incentive processing includes detailed research for, and execution of, automated systems actions required to confirm eligibility, recommend payment, and to suspend, reinstate, or terminate all incentives within the GAARNG. All incentives actions on behalf of service members assigned to the GAARNG, to include initial contract requests, payment requests, and suspensions or terminations of contracts, must be processed in a timely and accurate manner. Incentive Managers must access, navigate, and utilize GIMS, which is the sole program for processing incentives transactions.


Responsibilities

Essential Job Functions:

  • Shall confirm the eligibility of all service members for incentives, including but not limited to reenlistment bonuses, student loan repayment, and other available incentives.
  • The contractor shall verify that all required documentation for incentive claims, such as reenlistment agreements, medical records, and financial records, are complete and accurate.
  • The contractor shall process all incentive payments, including reenlistment bonuses and loan repayment, in accordance with Army National Guard (ARNG) guidelines.
  • The contractor shall monitor the status of all incentive payments and follow up on any delays or issues.
  • The contractor shall maintain accurate records of all incentive claims, payments, and related correspondence. Records shall be kept in compliance with applicable Army and DoD regulations, including privacy and data protection requirements.
  • The contractor shall provide monthly reports to the COR detailing the status of incentive claims, payments processed, and any issues encountered.
  • The contractor shall resolve all discrepancies in incentive payments, including addressing payment errors or incorrect documentation.
  • The contractor shall aid all service members with inquiries related to incentives, including eligibility, documentation requirements, and payment status. Assistance shall be provided within 3 business days of receiving an inquiry. The contractor shall ensure that 98% of inquiries are responded to on time, with no more than two instances of unaddressed inquiries per quarter.
  • The contractor shall conduct a monthly review and update incentive processing procedures and materials as necessary to ensure compliance with changes in regulations and policies.
  • The contractor shall confirm that all key documentation required for incentive eligibility, such as reenlistment contracts and loan repayment requests, are complete and submitted correctly.
  • The contractor shall utilize the Guard Incentive Management System (GIMS) to track all incentive eligibility and payments for all service members.
  • The contractor shall conduct outreach events (Up to 8 per year) to service members to inform them about available incentives, including reenlistment bonuses, loan repayment, and other related benefits.
  • The contractor shall ensure that all incentive claims are processed in strict accordance with the Army National Guard (ARNG) regulations and policies.
  • The contractor shall provide at least two status updates to service members regarding the status of their incentive payments, including any delays or issues.
  • The contractor shall submit a weekly report to the COR detailing the actions completed, including processed claims, payments, and any discrepancies resolved.
  • The contractor shall ensure that all incentive payments comply with applicable federal tax laws, including the correct application of withholding taxes.
  • The contractor shall be familiar with all federal and state incentive programs available to service members, including reenlistment bonuses, student loan repayment, and related benefits.
  • The contractor shall manage incentive program audits as required by the COR, ensuring that all records are accurate and complete.
  • The contractor shall review all incentive processing procedures and provide recommendations for improving efficiency and compliance.

Qualifications

Necessary Skills and Knowledge:

  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and other database management tools.
  • Strong data entry skills with a high level of accuracy and attention to detail.
  • Ability to research, verify, and confirm service members' eligibility for various incentive programs.
  • Knowledge of privacy and data protection requirements under Army and DoD regulations.
  • Strong organizational skills to maintain accurate records and process incentive claims efficiently.
  • Ability to analyze and resolve discrepancies in incentive payments and documentation.
  • Ability to effectively communicate with service members, resolving inquiries within the required timeframe.
  • Strong written and verbal communication skills for preparing reports and maintaining correspondence.

Minimum Qualifications:

  • High school diploma or equivalent required.
  • Minimum of 3 years of administrative or financial processing experience, preferably within a military or government setting.
  • Must obtain a CAC.
  • Must have a valid Secret security clearance (or higher) or be able to obtain one.
  • Occasional service is required after hours and on weekends.
  • Frequent travel for attending training, conducting training, delivering briefings, observing field operations, and attending conferences is required and reimbursable with COR approval.

Preferred Qualifications:

  • Bachelor's degree in business administration, finance, or a related field preferred.
  • Prior experience with incentive programs, financial processing, or contract management is highly desirable.
