NRDA has its origin with federal CERCLA (Comprehensive Environmental Response, Compensation and Liability Act) legislation. CERCLA provisions allow appropriately designated natural resource trustees to recover monies associated with the loss of services from natural resources that were injured because of environmental contamination.

Most NRDA activities follow a step-by-step process as contained in Department of the Interior Regulations (43 C.F.R. Part 11).

NRDA activities at Los Alamos National Laboratory are guided by the Natural Resources Trustee Council (NRTC or "Council"), which is comprised of representative federal agencies (including DOE and USDA) as well as the State of New Mexico and four pueblos (Pueblo de San Ildefonso, Pueblo of Jemez, Santa Clara Pueblo and Pueblo de Cochiti).

The NRTC operates pursuant to an MOU that provides for the Council to operate on a consensus basis.

Job Description

The Natural Resource Damage Assessment Facilitator shall:

  • Provide facilitation support for the NRTC and possible work groups arising out of the NRTC activities.
  • Compilation and distribution of meeting notes, agendas, and other materials.
  • Provide mediation among parties with respect to assessment activities as specifically requested by the Council, or as deemed necessary by the facilitator with the consent of the parties.
  • Provide consultation on design of public involvement processes.

This support is required to help achieve the Council's desire to make significant NRDA progress in the near-term. The estimated amount of required facilitation/mediation services is:

  • Meeting Preparation (2 to 6 hours per meeting).
  • In-person Council Meetings to be held at various locations throughout the greater Santa Fe-Albuquerque-Los Alamos area and at a frequency and duration agreed upon by the NRTC. Estimate monthly 8-hour meetings.
  • Online or Conference Call Council Meetings. Estimate 6 per year, 3 hours each.
  • Online or Conference Call Supplemental NRTC Meetings. Estimate monthly, 2-hour meetings.
  • Process evaluations as needed: Estimate every one or two years, 24 hours each.
  • Annual Goals and Objectives workshop
  • Compilation and distribution of meeting notes

Job Requirements

Bachelor's Degree in a related field from an accredited university.

Thirty (30) years of related experience with six years (6) working directly with tribal, federal, and state entities.

The Facilitator shall have substantial and relevant experience with multi-party, multi-issue natural resource conflicts. Specific qualifications include:

  • familiarity with issues and processes involving tribal, federal, and state interests
  • working with Tribal entities and interests, preferably in New Mexico
  • working with technical contractors for productive processes
  • communication and relationship skills to help build trust among the NRTC
  • *organizational skills to help move the process forward, including periodic process evaluations
  • ability to conduct mediations among parties as needed
  • ability to develop adequate understanding of complex technical and regulatory issues (familiarity with NRDA a plus)
  • design and implementation of public involvement as needed
  • experience mediating complex intergovernmental disputes

Direct Hire

Federal Government Clearance:

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and subsequent reinvestigations may be required.
