Director of Capital Planning

Required Qualifications (as evidenced by an attached resume):
Bachelor's degree (foreign equivalent or higher) in a related field. Five (5) years of progressively responsible, directly related full-time experience with capital planning. Experience managing staff. Experience with financial acumen and/or budget. Proficiency in Microsoft Office Suite and/or Google Workspace. Must have, keep and maintain the appropriate valid NYS Driver's License; have a motor vehicle record which is free from major violations or a pattern of repeat violations. Preferred Qualifications:
Advanced degree (foreign equivalent or higher). Professional license (PE, RA) or professional certification (PMP, PgMP, CAPM, CEM, CEO). Additional years of full-time experience in capital planning. Experience with minor rehabilitation and/or new construction in a university, healthcare, hospital, or similar setting. Knowledge of construction management and project planning software. OSHA certification.

Brief Description of Duties:
Reporting to and under the general supervision of the Associate Vice President for Campus Planning, Design & Construction, the Director of Capital Planning oversees the strategic planning, development, and management of the institution's physical infrastructure, capital projects, planning, and code staff. This role includes managing all financial aspects of campus projects to ensure budget alignment throughout the programming, design, and construction phases. The director coordinates with various stakeholders, such as university leadership, faculty, staff, and external contractors, to ensure projects align with the university's long-term goals and budgetary constraints.

Additionally, the director collaborates with the State University Construction Fund, the Dormitory Authority of the State of New York, hospital administration, Long Island State Veterans Home Administration, Stony Brook Foundation, State and Federal Government Agencies, and community groups. Responsibilities include conducting feasibility studies, securing funding, and ensuring compliance with regulatory requirements for the main campus, Southampton campus, and the Health Sciences Center.

The director also coordinates with hospital administration on hospital capital projects and ensures campus projects are executed in line with the capital plan and campus priorities. This position oversees campus planning staff and code administration, establishes program requirements, prepares bid specifications, and selects architectural, engineering, and construction contractors for campus projects. Furthermore, the director manages project timelines, monitors construction progress, and addresses any issues to ensure projects are completed on time and within budget. Effective communication, leadership, and project management skills are crucial for success in this role. Well-developed customer service acumen.

  • Strategic Planning and Development:


    • Lead the development and implementation of long-term capital plans aligned with the university's strategic goals. Oversee department employees and give guidance when needed. Collaborate with senior leadership to identify and prioritize capital projects. Conduct feasibility studies and financial analyses for proposed projects.


  • Project Management:


    • Oversee the planning, design, and construction of capital projects. Ensure projects are completed on time, within budget, and to the required quality standards. Coordinate with architects, contractors, and other stakeholders


  • Budgeting and Financial:


    • Oversight Develop and manage capital budgets. Monitor expenditures and ensure financial accountability. Secure funding through grants, donations, and other sources.


  • Regulatory Compliance and Risk Management:


    • Ensure all projects comply with local, state, and federal regulations. Identify and mitigate risks associated with capital projects. Maintain documentation and reporting for regulatory agencies. Oversee department employees to ensure compliance.


  • Stakeholder Engagement and Communication:


    • Communicate project status and updates to university leadership, faculty, staff, and students. Facilitate community engagement and address concerns related to capital projects. Prepare reports and presentations for various stakeholders. Other duties as assigned.


  • Other duties or projects as assigned as appropriate to rank and departmental mission.


Special Notes:
This is a full-time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.

In addition to the employee's base salary, this position is eligible for $3,400 UUP annual location pay, paid biweekly.

Essential Position: This has been designated as an essential position based on the duties of the job and the functions performed. Positions that are designated as such may be required to report to work/remain at work even if classes are canceled, and the campus is working on limited operations in an emergency.
