Senior Pricing Analyst - Proposals
Job Description Westat is an employee-owned corporation providing research services to agencies of the U.S. Government, as well as businesses, foundations, and state and local governments. Westat's research, technical, and administrative staff of more than 2,000 is located at our headquarters in Rockville, Maryland, near Washington, DC.
Westat is hiring a Senior Pricing Analyst to prepare complex cost/price business proposals and any subsequent responses or revisions. This role involves leading the development of competitive price proposals, collaborating with cross-functional teams, and ensuring timely, accurate submissions. The Senior Pricing Analyst will contribute to price strategy discussions and scenario modeling, identify and implement process improvements, communicate financial data and methodology to internal clients, and identify risks under specific contract types. They will also participate in capture and pre-contract award price discussions and contract modifications as needed.
This opportunity is a hybrid work arrangement, working 3 days on-site at our Rockville, MD office.
Job Responsibilities:
- Collaborate with proposal team members about content required in business proposals, including incorporation of labor and non-labor direct costs, and indirect costs, and other administrative requirements.
- Evaluate proposal risks and make recommendations as appropriate.
- Contribute to discussions about competitor and budget intelligence, major cost drivers, business proposal structure and compliance concerns.
- Review RFP, and draft pricing-related questions.
- Compile and present RFP data (including pricing structure/any required budget templates, and contract type) and requirements related to business proposal preparation and offer advice and guidance in line with corporate policies.
- Develop instructions for partners regarding required information, documents, and format.
- Maintain timeliness of internal proposal databases.
- Review pricing data submitted by staff and partners for value, accuracy, completeness, consistency, and compliance with RFP/instructions. Ensures required cost proposal schedules and supporting documents are accurate and timely.
Basic Qualifications:
- Typically requires a bachelor's degree and a minimum of 8+ years of experience with federal pricing and familiarity with various contract procurement types.
- Demonstrated experience with Federal agency processes and contracting/pricing approaches with a focus on ensuring quality and accuracy of all deliverables.
- Demonstrated ability to support a fast-paced, high-volume, varied workload while adhering to high quality standards and strict deliverable deadlines.
- Knowledge of FAR and basic estimating methodologies.
- Ability to communicate with all levels of company management, this includes potentially leading financial reviews and sharing key solicitation requirements.
- Demonstrated skills in Excel, with proven experience applying advanced functions such as pivot tables, lookups, and data visualization through charts. This experience extends to training others on Excel use in developing proposal budgets.
- Demonstrated experience with Word, Adobe Acrobat, PowerPoint, and Teams.
Preferred Qualifications:
- Demonstrated experience with state, nonprofit, and other agency procurement processes and contracting/pricing approaches with a focus on ensuring quality and accuracy of all deliverables.
- Experience developing junior staff in proposal budget development.
- Possess tremendous attention to detail and excellent analytical, organizational, time management, and critical thinking skills.
- Creative, strategic approach to problem solving.
- Ability to write and provide input on cost/price narratives.
- Experience with Task Order and Modification pricing.
- Comfortable participating in out of cycle contract financial reviews.
- Experience with wage determination related proposals.
