The Manager HSEQ -- Project Services is responsible for leading and overseeing the implementation and execution of health, safety, environmental, and quality (HSEQ) programs within projects execution group at Foss Maritime. This role ensures compliance with company policies, regulatory requirements, and contractual HSEQ requirements, in support of individual projects assigned by the project execution lead. This is a full-time position that will continue through the duration of the project contract with an anticipated conclusion on or before December 31, 2027. Essential Functions: Health, Safety, and Environmental Oversight
- Provides direct support to project teams, vessel crews, port captains, and regional personnel in the execution of HSEQ programs within the Foss Project Services Group.
- Leads and facilitates project-specific risk assessments, safety stand-downs, and emergency response planning.
- Ensures compliance with company, regulatory, contractual safety standards through audits, inspections, and incident investigations.
- Manages and facilitates safety reporting, including benchmarking, trending, and production of monthly reports.
- Drafts and distributes regular project specific safety communications (e.g., Lessons Learned, Safety Alerts, and project-specific bulletins).
- Conduct or facilitate project-specific HSEQ training(s) and ensures reinforcement of safety programs through on-site presence at project locations.
- Works with project personnel to identify opportunities for reducing or eliminating safety and environmental risks.
- Assists in the development and execution of emergency plans and exercises related to projects.
Quality Assurance & Compliance
- Manages a third party vessel vetting program, including the management of vendors conducting audits and vetting's on the companies' behalf.
- Manages internal quality assurance programs and ensures compliance with customer requirements, regulatory agencies, and company policies.
- Prepares and assists in preparation for external audits conducted by customers, regulators, and third-party surveyors.
- Tracks non-conformities, observations, and corrective actions resulting from audits and investigations until resolution.
Project Support & Coordination
- Oversees onsite project specific HSE Specialist, and assist them with the generation of reports, safety notices, and incident investigations.
- Supports incident investigations and near-miss reporting, ensuring effective root cause analysis and corrective actions are implemented within projects.
- Collaborates with marine operations management to develop, edit, and distribute project-specific lessons learned and corrective action communications.

Leadership & Communication
- Effectively communicates HSEQ expectations and objectives across project teams Project Services senior management.
- Represents the HSEQ function at internal and external meetings, including customer and industry engagements.
- Serves as a key liaison with regulatory agencies, customers, and industry organizations on HSEQ matters related to projects.
- Supports the professional development of project personnel by providing mentorship and training in HSEQ best practices.
Knowledge, Skills, and Abilities:
- Strong knowledge of health, safety, environmental, and quality assurance principles in marine transportation and project operations.
- Familiarity with industry best practices, customer vetting requirements, and regulatory compliance related to marine and industrial project activities.
- Experience with risk assessment methodologies and root cause analysis processes.
- Excellent analytical skills and attention to detail in evaluating compliance issues and audit findings.
- Strong leadership, interpersonal, and communication skills with the ability to build and maintain effective working relationships.
- Ability to effectively organize workload, prioritize tasks, and manage projects in a fast-paced environment.
- Ability to work independently with minimal supervision and travel as required to project locations.
Minimum Qualifications:
- Bachelor's degree in safety, engineering, environmental science, or a related field preferred. Equivalent professional certification, vocational training, and/or 5-10 years of relevant experience may be considered in place of formal education.
- Experience in marine transportation, offshore projects, or industrial operations required.
- Certification in internal and/or external auditing is preferred.
- Incident investigation experience, including participation in root cause analysis and corrective action planning.
