About this Position

Pinyon Environmental seeks a Senior Economist with expertise in natural resource and/or environmental economics to support evaluation, technical assistance and data capture across a range of projects such as watershed planning, regulatory analysis, infrastructure, energy, and agriculture. The candidate will apply general and specialized knowledge and principles and concepts of social, economic and fiscal theory and analysis. Candidates should be willing to direct and manage the planning, design, and implementation of technical project protocols and procedures.

A successful candidate will foster deep relationships with technical experts internally across the Project Delivery team, as well as developing and fostering external relationships with local, state, and federal agency personnel. The candidate will serve as the primary client contact and translate client needs and/or objectives into specific deliverables. The candidate should also be adept at developing new work including capture and responding to requests for proposals.

Essential Responsibilities




  • Project management and demonstrated ability to manage a diverse portfolio of projects



  • Use standard economic theory, contribute to the design of evaluations in a variety of ways, providing expertise on the risks and benefits of various approaches and models



  • Estimating impacts of the projects, programs and policies as needed



  • Identify and recruit new staff and actively participate in the development and mentorship of staff



  • May assume various roles in proposal development including leading entire proposal or writing sections



  • Provide interdisciplinary support to various state and federal environmental and natural resource management agencies



  • Provide one or more of the following: natural resource economics; benefit-cost analysis; economic impact analysis; regulatory analysis; economic and fiscal assessment; economic modeling; social science statistics; environmental policy; and policy/guidance development




Knowledge, Skills, and Abilities




  • 15-20 years of experience and PhD, or MA/MBA with 20+ years OR the equivalent combination of experience and education.



  • Educational background in economics, finance, sociology, environmental or natural resource policy or related discipline.



  • Experience with state and federal government agencies focused on environmental or natural resource management and infrastructure such as: Departments of Transportation, U.S Army Corps of Engineers, U.S. Department of Interior, and state government agencies.



  • Demonstrated experience in budget and change management.



  • Consulting experience is preferred but not required.



  • Strong technical writing skills and effective communication skills are essential.



  • Employment is contingent upon passing a background check.
