Posting Summary
Rutgers, The State University of New Jersey is seeking a Research Project Manager for the Bloustein School of Planning and Public Policy. Reporting to the Assistant Director, this position will primarily serve as a Principal Investigator to research and evaluation projects and may supervise junior positions such as Research Project Assistants, Research Project Coordinators, interns, and other temporary staff.

Among the key duties of the position are the following:

  • Conducts quantitative and qualitative analyses for research projects using education, workforce, and human services data.
  • Develops research designs, identifies and calculates appropriate performance measures.
  • Identifies and implements the most appropriate methods for conducting quantitative or qualitative studies.
  • Writes reports, conference papers, and publications based on the data analyses conducted.
  • Interacts with stakeholders in Federal, New Jersey state government, and the research community.
  • Spearheads and supports the strategic project development through proposal development and execution.
  • Supports the strategic development of projects and grant efforts of a University Research Center by designing and implementing the unit's research and evaluation project development activities.

Qualifications


Minimum Education and Experience

  • Requires a bachelor's degree in economics, statistics, public policy, political science, sociology, education or related discipline.
  • 5 or more years of professional experience in program evaluation and/or workforce development policy.

Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • Exceptional verbal, writing and analytical skills and attention to detail skills.
  • Experience with qualitative software packages to conduct sophisticated analysis.
  • A moderate level of proficiency with analyzing quantitative data and quantitative research methods.
  • Doing the position well, moreover, requires that the individual have sufficient experience implementing the different methods of qualitative analysis to be able to make difficult judgments about which design is the most appropriate given the data.
  • In addition to the aforementioned, the position requires an exceptionally high level of attention to detail.
  • A sincere concern about ensuring that the data analyses are of the highest quality.
  • Vigilant adherence to research procedures.
    Creativity to develop and answer intriguing research questions based on data.

Preferred Qualifications

  • Knowledge of and experience in analyzing employment and training, education, human services and/or higher education data preferred.
  • Skills in data visualization (e.g., R shiny; Power BI; Tableau; ESRI) are preferred.
  • Advanced degree in a social scientific field because the primary job duties relate to implementing highly sophisticated research methods that are not taught at the undergraduate level.

Equipment Utilized
  • The position is expected to have a strong command of Microsoft Excel, Word, PowerPoint, and NVivo (or other similar package), research design, and academic research.
