Who We Are

Located in the scenic Puget Sound area with Mount Rainier in the distance, Tacoma is the third largest city in Washington State with a thriving and diverse community of over 200,000 residents. Tacoma Community College (TCC) was built on the ancestral territory of Coast Salish peoples, specifically the Puyallup and Squaxin Island Tribes. The 1854 Medicine Creek Treaty forcibly removed them to Reservations to make way for colonizers; we recognize the privilege of utilizing this land has come at great cost. We honor the resilience of the Puyallup and Squaxin Island people, who still live here, defend their rights, and contribute greatly to the well-being of our community. Our institution aims to increase partnerships and community ties with the local indigenous populations. Position Summary:
Under the guidance of the Executive Director of Financial Aid and Veteran Services, this full-time exempt position will play a pivotal role in supporting student financial aid programs and scholarships in alignment with federal, state, and institutional guidelines. Beyond administrative duties, the Manager will lead compliance and training initiatives aimed at engaging key stakeholders regarding financial aid and scholarships, with a strong emphasis on delivering exceptional customer service. The position will supervise key positions within the office: Program Specialist 3 - Specific Programs; and 4 Program Specialist 2 positions. Working closely with the Executive Director, this role will also contribute to efforts aimed at enhancing financial literacy among students. Additionally, the Manager will work with the Executive Director in overseeing multiple financial aid processes and manage several federal/state financial aid programs. In the absence of the Executive Director, the Manager may be tasked to oversee the operation of the office.

Essential Functions

  • Collaborate closely with the Executive Director and other members of the office leadership team to strategize, optimize and establish goals, troubleshoot issues, set clear expectations, and assess procedures within the Financial Aid department.
  • Prioritize and contribute to the development of policies, guidelines, and procedures that uphold regulatory standards, align with institutional objectives, and cater to student needs effectively.
  • Interpret federal, state, and institutional financial aid regulations. In conjunction with the Executive Director, plan and develop financial aid policies, procedures, and forms to ensure compliance and enhance operations when considering students for the various financial aid funds.
  • Partner with the Executive Director in adopting a system thinking approach to financial aid processes and ctcLink integration, involving observation, barrier identification, problem understanding, intervention selection, solution implementation, change facilitation, and assessment.
  • Coordinate and collaborate with SBCTC to make sure software upgrades and developed processes meet federal and state requirements. This may include setting up and testing new processes, reporting issues, proposing solutions and feedback to ensure regulatory compliance.
  • Provide direct supervision to the following staff members: Program Specialist 3; and 4 Program Specialist 2 positions. Lead, mentor and direct the work of these staff members. Perform and conduct yearly performance evaluations on their work in their respective roles.
  • Provide overall guidance to Program Specialists who manage specific programs. Ensure compliance with classified staff collective bargaining agreements (CBAs) and all district policies to maintain smooth operations and support student success.
  • Assist with compiling and analyzing statistical data and prepare reports, which may consist of using and developing existing queries to ensure compliance with federal, state, and institutional financial aid regulations. Assist Executive Director with the completion of annual operations reports, progress reports and application for funds and all federal and state reports; and working with Financial Services regarding discrepancy reports with BankMobile refunds.
  • Deliver complex counseling, assistance and problem solve by providing a variety of options to students based on individual needs and circumstances. Exercise professional judgment in evaluating diverse individual circumstances in determining the ability of students and their families to pay for educational costs. Advise students on financial, personal, and academic issues as they relate to the financial aid process and make referrals to college and community resources.
  • Partner with Executive Director to collaborate and implement a change management methodology within the financial aid team's leadership, fostering participation, stakeholder involvement in strategy formation, communication that influences new behaviors, unified team training initiatives, and metric-based success evaluation.
  • Perform the duties of the Executive Director in their absence, ensuring seamless continuity of operations and decision-making.
  • Collaborate with the Executive Director to organize and provide training to employees and other division staff associated with Financial Aid, Advising, and the Welcome Center. Provide outreach to current and prospective students, and community partners on and off campus.
  • Participate in federal, state, and local workshops and trainings and quarterly council meetings as directed, contributing to ongoing professional development and knowledge sharing within the department.
  • Perform other related duties as assigned.

Qualifications

  • Knowledge of federal software applications and ctcLink (PeopleSoft) student management system or similar integrated system.
  • Working knowledge and ability to access National Student Loan Data System (NSLDS), Common Origination and Disbursement (COD), as well as EdConnect, SAIG, and Washington Student Achievement Council (WSAC) portals.
  • Ability to work independently, efficiently and effectively in a detailed-oriented, high-pressure environment.

Duties of the position required experience:
  • Bachelor's degree and/or equivalent work experience.
  • 5 years professional experience in a college or university Financial Aid Office.
  • Demonstrated computer literacy.
  • Demonstrated excellent customer service skills, even during stressful situations and peak processing times.
  • Experience working with diverse populations and with providing complex services.
  • Experience leading or overseeing individuals in a professional environment.

Required conditions of employment:
  • Successful completion of a criminal history background check.
  • Must not be in default or overpayment of Title IV or Washington state aid.

Terms of Employment
This is a full-time professional position contracted on an annual basis. The salary is $74,681- $74,681 annually. Schedule is M-F 8:00am-5:00 pm (onsite). Must be available occasional evenings, nights, and weekends as needed. Summer schedule may vary to four 10-hour days. Work location is Building 14 on the TCC main campus. The Financial Aid Office is a student-facing department that frequently experiences interruptions during the workday . Degrees must be from accredited colleges or universities recognized by the U.S. Department of Education and verified by National Student Clearinghouse. International degrees will be verified for U.S. equivalency. A collective bargaining agreement exists and membership in the Washington Federation of State Employees or payment of a service fee is available anytime upon employment. Washington State Legislature allocates funding for this position through the Guided Pathways programs. Employment is contingent upon continued state support.
