Responsibilities

Project Overview: The Trademark Product Line consists of a series of systems and applications supporting the Trademark registration process - from application submission to attorney review to registration and continued use. As part of USPTO's New Ways of Working, REI's Agile teams of full-stack developers will follow our Mindful Modernization approach - taking behavioral psychology, change management, and customer needs into account as we work to stabilize and modernize Trademark systems to support the issuance and maintenance of high-quality trademarks.

Position Overview: REI Systems is seeking a dynamic and experienced professional to join our leadership team within the Federal Civilian (FedCiv) portfolio. This role will oversee a key program supporting the United States Patent and Trademark Office (USPTO), with dual responsibilities: managing program delivery excellence and driving growth and business development within the USPTO. The ideal candidate will have a proven track record in agile program management, client engagement, and strategic growth within federal agencies, particularly in supporting missions aligned with innovation and technology.



Qualifications

Program Management:Lead and manage the delivery of a critical program for the USPTO, ensuring alignment with REI Systems' standards, contractual obligations, and client expectations. Drive operational excellence, risk management, and performance improvements.

Client Engagement:Serve as the primary liaison with USPTO stakeholders, building and maintaining strong, trust-based relationships. Understand client needs, provide strategic guidance, and proactively address issues to ensure customer satisfaction.

Business Development & Growth:Dedicate approximately 50% of time to identifying, pursuing, and capturing growth opportunities within USPTO. Collaborate with REI's business development and capture teams to align growth strategies with customer missions and emerging needs.

Strategic Leadership:Contribute to FedCiv portfolio leadership by sharing insights, best practices, and lessons learned. Support portfolio-wide initiatives to enhance REI Systems' market position and operational maturity.

Team Leadership:Provide coaching and mentorship to program team members, fostering a culture of collaboration, continuous improvement, and professional development.

Operational Excellence:Implement and oversee program management best practices, ensuring compliance with REI's quality standards, federal regulations, and client-specific requirements.

Minimum of 7-10 years of experience in program management, client engagement, and business development within federal agencies.

Strong experience at and understanding of the USPTO's mission, operations, and strategic priorities.

Proven ability to manage complex federal programs, lead cross-functional teams, and deliver high-impact outcomes.

Demonstrated success in identifying and capturing new business opportunities within federal agencies.

Ability to obtain and maintain a relevant security clearance, if required.
