Rutgers University Behavioral Health Care ( UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC's 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education. UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school. Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In FY2016, UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition, UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year.
Posting Summary
Rutgers, The State University of New Jersey is seeking a Program Manager for the Crisis Services - National Call Center within Rutgers University Behavioral Health Care.

The primary purpose of the Program Manager is to provide administrative and overall clinical operational guidance to the Rutgers University Behavioral Health Care ( RUBHC) National Call Center. Provides advanced level clinical management, supervisory and training direction and oversight to Call Center programs to assure program integrity, quality and compliance with regulatory and funding requirements. Demonstrates competency in recognizing the unique needs and applying relevant intervention approaches for the population served.

Among the key duties of this position are the following:

  • Provides administrative and clinical direction and support to ensure and enhance the clinical operations of RUBHC's National Call Center programs.
  • Demonstrates the ability to intervene and make clinically sound decisions in crisis situations.
  • Effectively and appropriately initiates a process of consultation, needs assessment and systems analysis to identify goals and objectives for education, training, consultation, technical assistance, and program development/evaluation needs of the call center services.
  • Establishes data collection and management systems for compliance with training by helpline staff and monitors information in areas such as training expenditures and training attendance.
  • Responsibly and effectively develops training programs designed to improve identified areas requiring attention.
  • Maintains thorough oversight of staff and services, directly observing services on a regular basis and attending general staff meetings, as evidenced by reports.
  • Effectively contributes to, and supports an environment that respects and enhances the individual, their expressed choices and preferences, and that enhances the positive self-image of consumers and staff.
  • Collaborates effectively with internal and external service providers, staff members, and referral sources.
  • Participates in the establishment of effective policies and procedures for the training of call center staff as it relates to established staff performance standards and monitor compliance with these.

Qualifications


Minimum Education and Experience

  • Minimum of a Master's Degree in a behavioral health discipline and five (5) years of postgraduate experience in a relevant behavioral healthcare setting.
  • Two (2) years of supervisory experience.
  • An appropriate doctorate may be substituted for two (2) years of experience.

Certifications/Licenses

  • Must be licensed in New Jersey to provide mental health services.
  • Applicants must possess a clinical license which allows that individual to independently provide services as a private practitioner (with appropriate licensure, LPC, LCSW, LMFT).
  • Applicants possessing a degree in Social Work must have an active New Jersey certification/licensure as required by the State Board of Social Work.

Required Knowledge, Skills, and Abilities

  • Knowledge of demonstrated proficiency in principles and techniques of training, consultation and program evaluation.
  • Strong leadership skills.
  • A history of progressive, successful administrative responsibility.
  • Outstanding human relations and leadership skills, and the ability to function in a team environment.

Preferred Qualifications

  • Previous Call Center experience strongly preferred.
  • Demonstrated knowledge is necessary of how to accomplish superior performance in a unionized environment.

Physical Demands and Work Environment
PHYSICAL DEMANDS: Frequent prolonged sitting. Frequent talking and listening in groups as well as on the telephone. Frequent use of telephone for crisis calls. Per program demand, may have to work long hours. Serves assigned shifts, which may include off hour shifts.

WORK ENVIRONMENT: Moderate noise level, fast paced environment that demands constant attention to multiple programmatic needs.
