JOB SPECIFICS

Washington County is hiring for an Engineering Technician II Construction position who will be responsible for construction inspection within the Public Works Department

SCOPE OF IMPACT: Assist in the proper execution; instruction and delegation of tasks have a direct impact on the safety on County construction project, health and general well-being of County residents and visitors. Skilled work is performed in County field locations and offices. Work is reviewed primarily in terms of results obtained.


DESIRABLE EXPERIENCE:
  • Prior experience in Construction Inspection
  • Prior experience working independently on highway construction projects
  • Prior experience engaging with other staff, contractors, utility companies, and others to maintain objectives and schedules of county roadway construction projects


SELECTION TECHNIQUE : Your training and experience will be rated based on the required application material submitted and the top scoring candidates will be forwarded to the hiring department for further consideration.

HOURS / DAYS : 7:00 a.m. - 3:30 p.m., Monday - Friday plus overtime hours as needed during construction season. Work schedules (hours and days) and location are subject to change based on department needs.

ANTICIPATED HIRING RATE : $31.35 - $37.12 Hourly

JOB SUMMARY

EMPLOYMENT CRITERIA

MINIMUM QUALIFICATIONS: This assignment requires a two year degree in civil/highway engineering or a similar degree in a directly related field. Four years of experience may be substituted for the degree requirement.

Construction Inspection: MN/DOT certifications in grading, concrete, and bituminous inspection, MN/Dot specification, State Aid requirements, and Federal Aid requirements are highly desirable. Incumbents must be able to obtain the relevant MN/DOT certifications within twelve months of employment.

DUTIES & RESPONSIBILITIES

  • Provides technical assistance to department staff;
  • Participates with other staff, vendors, contractors, utility companies to maintain objectives and schedules of the county roadway construction projects;
  • Oversees and ensures contractors materials and construction processes and final work is performed to meet the plans and contract including applicable local, State and Federal specifications , standards and laws and conforms to accepted engineering standards and department practices;
  • Tests or ensure testing of materials meet the contractor requirements insuring equipment to assure accuracy and reliability; conducts preventative maintenance on equipment;
  • Ensure that the project traffic control plans are followed and implementation of appropriate work zone traffic control to ensure safe work zones for both the worker and road users;
  • Provides day to day operational activities to crews when assigned.
  • Monitors and inspects the progress and construction methods to ensure projects meet specifications; communicates and resolves field problems with contractors, staff, utility companies, residents and others;
  • Attends pre-construction meetings and coordinates project schedule with contractor and others;
  • Conducts tests to ensure compliance with project requirements for soils, aggregates, bituminous, concrete and other materials;
  • Maintains construction records; prepares change orders, partial cost estimates and final project documentation.

WORK ENVIRONMENT

  • Work is performed 25% inside/75% outside.
  • Must be able to perform the following: bending, turning/twisting, kneeling, climbing, reaching out, grasping, fingering and lifting up to 50 pounds.
  • Exposures may include, but are not limited to: construction zones, heavy equipment, live traffic, heat, cold, rain, dust, noxious weeds, insects, direct sunlight and dirt.
  • Equipment used but not limited to includes: personal computer, printers, telephone, cellular phone, calculator, typewriter, copy and fax machine, video equipment, personal safety equipment, electronic drafting equipment, material testing equipment, sledgehammers, shovels, posthole diggers, hand tools, trucks, snowmobiles and ATVs and survey instruments.
  • Additional physical/mental requirements may not be listed above, but are inherent in performing the position's essential functions.
  • Work interruptions are frequent.
  • There is some pressure associated with dealing with project or activity deadlines and details.
  • Driving or riding to field work locations, attending meetings, participating in training sessions, etc. may be required.
  • Involves exposure to environmental conditions.
