Overview

The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking a Finance Manager to provide planning and direction in the development and implementation of all finance activities for the agency. Manage, evaluate, and direct all activities related to the functions of accounting, financial management, purchasing, and budgeting. The nature of work will include, but is not limited to the following:

    Recommend, develop, and maintain policies, processes, and procedures used throughout Cuyahoga DD for financial planning, budgeting, and purchasing. Monitor the above activities, including analyzing relevant data, to identify and recommend opportunities for continuous improvement.
  • Oversee financial reporting such that Superintendent and executive team remain apprised of current financial conditions, including preparation and explanation of monthly Board financials and ad hoc requests. Recommend budget revisions as appropriate.
  • Ensure Cuyahoga DD financial systems remain aligned with County systems, including monthly reconciliation of County transaction history and all fund balances. Monitor systems and procedures to ensure reliability of financial data.
  • Participate in budget review meetings with directors/managers quarterly and as need to maintain awareness of relevant budget and projection status for various Cuyahoga DD departments. Primary resource for finance issues and questions with Cuyahoga DD staff.
  • Assist in the development of Cuyahoga DD's Annual Plan. Responsible for completion and reporting of financial goals. Assist management in developing budget objectives for various Cuyahoga DD departments.
  • Coordinate and oversee preparation of the annual County Board Cost Report and assist with preparation and submission of ICF cost report(s). Direct and manage response to all financial audits, including the annual County Board Cost Report audit.
  • Direct, supervise and evaluate department staff in conducting their duties. Ensure timely feedback and documentation of performance management for all department staff.
  • Attend Board meetings and report financial status to Board as needed.
  • Participate on statewide Business Manager group, including attending trainings and participating in conference opportunities. Remain current in technical knowledge/resources related to financial issues.
  • Perform Waiver administration oversight activities to ensure budgetary compliance with Waiver rules, policies and procedures. Document activities in a manner consistent with DODD requirements.
  • Oversee management of Cuyahoga DD's financial system, including acting as primary point of contact with supporting vendor. In partnership with the IT Director, monitor contract usage and recommend project work outside existing contract when appropriate.

SUPERVISORY DUTIES: Supervise and direct the Budget and Accounting Supervisor and Business Operations Supervisor.

PERSONAL CONTACTS: Frequent contact with Superintendent, and all directors. Regular contact with staff at the Office of Budget and Management, County Fiscal Office, other County Boards, and DODD. Occasional contact with Board members, administrators of County Executive's Office, County Council Members and other County agencies,

UNUSUAL WORKING CONDITIONS: Occasional travel is required to agency facilities and to meetings throughout Ohio.

ESSENTIAL KNOWLEDGE, SKILLS, & ABILITIES:

Knowledge of:

  • General accounting principles and practices, and Cuyahoga DD policies concerning administrative and business operations.
  • Governmental accounting principles and practices.
  • Computerized accounting systems development, implementation, and administration.
  • Governmental financial report preparation and publication.
  • Cuyahoga DD's programs, services, policies and procedures.
  • Cuyahoga DD policies, operating procedures, business processes, and personnel practices.
  • Organization and procedures in County Executive's Office, Office of Budget and Management, and County Fiscal Office.
  • State Rules and Regulations for financial reporting, auditing and reimbursement of County Boards of Developmental Disabilities.

Skills and abilities to:

  • Understand Cuyahoga DD general accounting system and its relationship to the other systems used by Cuyahoga DD.
  • Represent Cuyahoga DD with county and state agencies in obtaining their cooperation with Cuyahoga DD's goals and objectives.
  • Analyze financial data and prepare accurate reports.
  • Analyze and organize data for special projects.
  • Provide effective leadership to supervise, direct, counsel and evaluate key subordinates.
  • Develop specific operating plans and budgets required to achieve objectives.
  • Communicate clearly both orally and in writing.
  • Write comprehensive and concise reports.
  • Manage multiple projects and use discretion and individual judgement in day-to-day performance of duties.

Remote Work: Our positions are not remote. There is an onsite expectation for all of our positions. Although we do permit some remote work at home with flexible, hybrid work schedules for some of our positions, we do expect staff to be able to commute to our facilities in Cuyahoga County, Ohio on a regular basis. We have facilities in Parma, Cleveland, and Highland Hills, Ohio. All employees will be based in one of these three cities. We do not currently offer any fully remote positions. All positions come with the expectation that the employee will work onsite at an assigned facility in Cuyahoga County some days each week as directed.



Qualifications

  • Bachelor's Degree in Accounting, Public Administration, Business Administration, or related area. Masters preferred.
  • At least three years of administrative and supervisory experience in general accounting, budgeting, revenue or cost accounting and/or financial reporting, planning, administration, or business management.
  • At least three years of experience in planning for a human service agency business organization, notforprofit professional organization, or public educational organization.
  • The ability to obtain and maintain the Business Management certification required for the position with certification occurring within state statute timelines upon hire.
  • Valid state of Ohio driver's license and continued maintenance of excellent driving record.
