Manage field operations and provide leadership and supervision to Alternative Enforcement Team including Lead Housing Inspectors, Legal Coordinator, and Operations Analyst staff. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities

- Plan, coordinate and direct the activities of field inspectors in the housing maintenance and rental licensing inspections.
- Lead staff in preparation of reports, research efforts, planning documents and presentations.
- With Director, review trend analysis, develop and establish goals and objectives for program. Make recommendations and presentations.
- Meet with direct reports and conduct team meetings.
- Liaise with city officials on code enforcement best practices and methodology
- Improve staff capacity by assisting in the recruiting, training, conducting relevant performance reviews and creating employee professional development plans.
- Manage the development and implementation of a coordinated customer-based service delivery program for all stakeholders to improve citywide housing inspection services.
- Manage planning, development, implementation of strategic initiatives that define the investigation of complaints, identification of corrective actions, administration of legal procedures, and application of compliance and inspection methods.
- Develop quantitative and qualitative metrics for the success of enforcement tool and programs.
- Manage alternative enforcement tools and programs that include: Tenant Remedy Action, Emergency Tenant Remedy Action, Rental License Operating Conditions, Revocation, Renter Relocation Assistance, and portfolio inspections.
- Participate in standard operation procedure committees and business process improvement committees.
- Respond to queries, requests and complaints from City staff and the public.
- Participate in division budget preparation.
- Participate in department strategic planning process.
- Meet and educate community leaders on housing code standard operation procedures.
- Serve on problem property committees within MPD precinct areas to work in partnership with Minneapolis Police Department, County Representatives to address problematic properties within the communities. Interpret housing, licensing, building, mechanical, plumbing, electrical and zoning code requirements for division staff, property owners and contractors to ensure accuracy and consistency of code requirements.
- Manage fleet and asset management for direct reports within the remote office location.

Minimum Qualifications Bachelor's Degree in Public or Business Administration, Housing, Urban Studies or related or equivalent Minimum Experience Five years of experience in code enforcement, public policy, building design and/or construction Licenses/Certifications: Valid driver's license

Knowledge, Skills and Abilities

- Prior supervisory experience desirable
- Good understanding of the Federal, State, and local housing laws and ordinances including City housing maintenance, building code and safety regulations.
- Ability to plan and implement solutions for complex issues and challenges associated with the work.
- Considerable knowledge of the policies and procedures related to code enforcement activities and those of related departments and service agencies.
- Ability to develop, plan, and implement housing and code enforcement programs, projects, policies, and procedures.
- Ability to identify and minimize risks and liabilities associated with programs and projects and resolve potential problems or issues with the appropriate legal counsel.
- Demonstrable leadership skills and the ability to provide appropriate work direction to subordinate employees, promoting the mission and vision of the unit and the City, reinforcing desired work behaviors, and encouraging the creation of a positive work environment for assigned staff.
- Ability to understand statistics and participate in data analysis.
- Knowledge of and the ability to facilitate the group problem-solving process, recognizing positive results, managing conflict, and negotiating satisfactory outcomes.
- Strong customer service skills, and an understanding of the organization and the associated customer service standards.
- Ability to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds.
- Demonstrates an ability to effectively listen, speak, write, and interact in a tactful and persuasive manner.
- Strong written and verbal communications skills and the ability to produce written and visual materials that are easily understood by the intended audience/reader.
