Responsible for producing and assisting in managing MPD multi-media projects to enhance internal and external communication
Salary The anticipated salary range for this position is $29.96 - 41.61/hour, depending on qualifications
Work Location This position currently works on-site only. *The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities
-
- Work in collaboration with MPD staff to produce a variety of projects for social media, websites, and other needs.
- Generate, edit, publish and share content, on MPD social media platforms and websites.
- Plan and strategize social media campaigns, with understanding of social media tactics, and the latest digital marketing trends.
- Monitor social media accounts and offer constructive interaction with users.
- Develop/design graphics and visual images for logos, reports, and websites using Adobe Creative Suites.
- Assist MPD staff with creating, designing, and editing presentations, reports, and other MPD materials.
- Create, design and maintain police websites including insidempd.com and http: to ensure existing content is accurate and up-to-date.
- Set-up, operate and maintain video/photo equipment.
- Shoot and edit professional, still photographs for social media platforms and MPD materials.
- Shoot video and edit video projects using non-linear editing software.
- Plan and perform video production tasks that include logging and selecting footage, adjusting audio, correcting color, creating graphics and special effects and compressing video projects.
- Follow a script and work as a team member on productions.
- Perform routine equipment maintenance and provide limited troubleshooting of video, audio and lighting equipment.
- Prioritize and manage a variety of long and short-term projects.
- Perform set-up for press conferences, including podium, microphones, multi-box, background elements, lights, etc.
- Help monitor crisis, and support Public Information Officer's in messaging and distribution of information to media and public.
- Provide insight into media operations and strategy.
- Provide media training to current MPD staff and new MPD employees.

Required Qualifications

MINIMUM QUALIFICATIONS: Bachelors in Journalism, Mass Communications, Television, Graphic Arts, or Equivalent
MINIMUM EXPERIENCE: One year experience in public relations, public affairs or major media
EQUIVALENCY: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position. Drug and Alcohol Testing All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

- Basic competency with HTML and CSS.
- Knowledge of traditional media practices and processes.
- Knowledge of professional video production procedures, practices, techniques, and terminology.
- Knowledge of proper handling and troubleshooting of video production and post-production equipment
- Knowledge of crisis communication procedures.
- Knowledge of safety practices related to video production.
- Knowledge of video graphics programs including Avid, After Effects, and Photoshop.
- Excellent verbal and written communication skills.
- Ability to keep abreast of new technology and procedures.
- Ability to operate a variety of digital and analog cameras and related video equipment.
- Ability to work under pressure, meet deadlines and be open to feedback
