Written Exam Details:

Compensation, Classification & Performance: The Comp, Class & Performance team is looking for a dynamic and energetic colleague to join our team. In this position, you will provide support for our team, the PS&S department and all visitors to our workgroup.

Benefits & Integrated Disability Management:PS&S is seeking a Human Resources Technician to perform technical and clerical work in SMUD's benefits department. Primary responsibilities include providing customer service and support to employees, retirees and dependents regarding employees benefits and programs; researching and reconciling records and accounts; and completing and processing member and/or dependent plan enrollments.

Strategic Planning Performance & Analytics:PS&S is seeking a Human Resources Technician Confidential that is detail oriented driven candidate to perform confidential paraprofessional work within our Data Maintenance team. This HR Technician will be responsible for the verification, processing and maintenance of Human Resource transactions, programs, and related records. The HR Technician processes specialized, and technical human resources assignments requiring independent judgment in the application, interpretation, and enforcement of established human resources policies and procedures and strong communication skills to ensure a sound customer and hiring supervisor experience.


Purpose

Performs confidential paraprofessional and technical office work involved in the verification, processing and maintenance of personnel transactions, benefits, programs, and related records. Positions in this job class may be assigned to perform duties in one or more of the following Human Resources areas: salary transaction administration, benefits administration, and/or compensation and selection.

Nature and Scope

This is a paraprofessional journey-level job class; positions assigned to this class function as technical processing "experts" for SMUD in an assigned area; they have full responsibility for work content including a high degree of independent decision-making on work methods. This job class processes specialized and technical human resources assignments requiring independent judgment in the application, interpretation, and enforcement of established human resources policies and procedures.

Duties and Responsibilities

  • Initiates the hiring process by certifying lists of eligible candidates; explains the hiring process and procedures to hiring supervisors and candidates; coordinates pre-employment procedures and new employee start dates; maintains certification and transfer files.
  • Processes all position action requests, position descriptions, and other supporting documentation into SAP; this includes receiving and reviewing PARs for accuracy and compliance with SMUD policies and procedures, including budget requirements.
  • Receives, reviews, and processes employee status notifications related to a variety of personnel actions such as promotions, transfers, and employment; reviews ESNs for accuracy, completeness, and compliance top SMUD policies and procedural requirements.
  • Runs and verifies biweekly audit reports to ensure accuracy of data; receives, tracks, and maintains records in SAP and in Sigma.
  • Processes documentation and forms necessary for benefits administration including enrollments into various benefit plans; counsels employees, retirees, and dependents on various benefit plan issues.
  • Schedules and makes arrangements for test administration to include conducting written, oral, and performance examinations and assessment centers; coordinates the reproduction and assembly of all testing materials.
  • Prepares exam results for distribution to applicants; sends exam results to candidates and responds to inquiries from candidates regarding results.
  • Receives, tracks, and maintains records of applications in SAP and in Sigma; inputs incoming applications into computer database to establish applicant records.
  • Gathers data from and researches SDPs, MOUs, agreement files, and state and federal labor laws relative to employee-employer problem resolution.
  • Assures that time-sensitive documentation relative to Positive Discipline is administered within the established policy guidelines; responds to inquiries from other human resources areas and provides information.

Required Education

  • Equivalent to completion of sufficient formal and/or informal education and relevant work experience to provide the necessary knowledge and skills.

  • Equivalent to completion of sufficient formal and/or informal education and relevant work experience to provide the necessary knowledge and skills.

Knowledge Of

SMUD and regulatory policies, procedures and requirements related to the area of assignment; proper handling of confidential information; primary program objectives and functions of the assigned area; appropriate office and administrative practices and procedures; operation of personal computers and the use of specified computer applications, such as MS Word, Excel, Power Point, and Outlook; proper English usage, grammar, punctuation, and vocabulary; basic accounting statistics, principles, and practices; relevant SAP modules and Sigma; and basic mathematics.

Skills To

Perform a wide range of highly responsible and complex clerical/administrative support functions with speed and accuracy; conduct detailed and thorough research; interpret and apply pertinent policies, procedures, standards, and requirements in a confidential manner; operate personal computers and use specified computer applications, such as word processing, spreadsheets, graphics, databases and appropriate SAP modules; meet and deal tactfully with employees and the public; quickly identify problem areas or situations, isolate their causes, and initiate corrective actions; communicate effectively in English, orally and in writing; use a variety of office equipment; establish and maintain effective working relationships with those contacted in the course of the work.
