Program Manager - National Guard 100% On-site (Arlington) Active Top Secret PMP & Sec+ CE required
Nationwide IT Services (NIS) is seeking a qualified Program Manager for a potential opportunity with the Department of Defense. The Program Manager (PM) will oversee all activities conducted under the contract, acting as the primary liaison to the client while supervising and managing all NIS staff involved.
The PM will serve as the sole point of contact for the government Contracting Officer (CO) and the Contracting Officer Representative (COR), taking charge of program and schedule management. Additionally, the PM will fulfill the role of Transition Manager during both thetransition-in and transition-out phases. Availability during standard business hours is expected.
Position Overview: As the Program Manager, you will lead a team of professionals to analyze, improve, and implement enterprise service management processes in alignment with the Information Technology Infrastructure Library (ITIL) and ISO/IEC 20000 processes. The Program Manager will be responsible for managing and overseeing all activities performed by contractor personnel, including subcontractors, to satisfy this project's requirements.
Duties and Responsibilities:
- Meet all Service Level Agreements (SLA)s IAW the SLA schedule. Thecontractor will meet the SLAs for the corresponding service, refine previous SLAs, define appropriate new SLAs, and implement ongoing performance-based metrics against these objectives iteratively over the life of the TO. This will be outlined in the SLA and reported in the Monthly Program Status Report (MPSR).
- Employ ITIL-based service-level management processes and monitor and report on service management levels throughout performance.
- Provide personnel, tools, and processes to monitor, manage, and regulate performance and security and continuously optimize performance.
- Conduct meetings and provide deliverables IAW the Government-approved delivery schedule.
- Provide methods used to meet the Government's SLAs and reportresults.
- Provide methods for improving service-level management and operating more efficiently, including proactive, ITIL-compliant service enhancements and problem avoidance.
- Provide methods for maintaining relationships with other contractors.
- Provide methods for developing metrics and Key Performance Indicators (KPIs).
- Build strong relationships with internal and external IT services teams (IT Service owners, stakeholders, project teams, and offices) and senior management to ensure IT services meet the overall strategic goals.
- Convene a monthly Technical Status Meeting with the stakeholders to inform all stakeholders of the monthly activities and MPSR, provide opportunities to identify other activities and establish priorities, and coordinate resolution of identified problems or opportunities.
- Create and maintain an IT Service Management (ITSM) Plan describing the Service Management System, how ITSM will be managed, supporting policies, and the overall service delivery.
Competencies:
- Experience managing, as a Program Manager, a Federal Government IT project and providing CSI, and providing managed services similar to the requirements of the project.
- Experience managing a Federal Government IT cost-type contract.
- B.S. in relevant field of study
- Experience with ITSM tools and processes.
- Experience with at least one Service Management tool like BMC Remedy, BMC Remedy, ServiceNow, HPSM, or any other equivalent industry standard ITSM tool.
- Strong analytical, communication, presentation, and documentation skills.
- Good client-interfacing skills, Customer and service-focused approach.
- Knowledge of Microsoft Excel, PowerPoint, and SharePoint
Required Education and Experience:
- Required:
- A minimum of ten years of relevant experience.
- Bachelor's Degree in relevant discipline.
- Active Secret Clearance / Top Secret preferred.
- An active Project Management Institute (PMI) Project Management Professional (PMP).
- An ITIL Intermediate Level Certification.
- Information Assurance Management (IAM) Level III.
- Experience and knowledge of FISMA and respective security controls.
- Experience applying IT systems security methods and techniques to systems designs.
- Experience in alternative analyses and implementing complex technical solutions.
- Experience in the following SLAs:
- IT Service Management
- Managed Services
- Technical Refresh Support
Tools:
- BMC Remedy / Service Now / ITSM or any other industry standard ticketing tool.
