WORCESTER REGIONAL MEDICAL RESERVE CORPS UNIT LEADER

The City of Worcester is seeking qualified applicants for a part time Worcester Regional Medical Reserve Corps Unit Leader (Public Health Staff Assistant) for the Public Health Department within the Department of Health and Human Services. Under the direction of the Director of Public Health, the Worcester Regional Medical Reserve Corps Unit Leader carries out duties related to public health functions, programs and/or activities related to the Worcester Regional Medical Reserve Corps (WRMRC). The WRMRC is comprised of both medical and non-medical volunteers and the position will support the Chief of Emergency Preparedness and serve as a liaison between local municipalities, WRMRC volunteers, and the Massachusetts Department of Public Health (MDPH) regarding programmatic deliverables. In addition, the WRMRC Unit Leader will work closely with the Region 2 Health and Medical Coordinating Coalition (HMCC) Program Manager and Planning and Operations Coordinator on state and federal fiscal and programmatic reporting. This position requires travel to and from community tabling, trainings, deployments, meetings, and other related events; such events may occur in the evening and/or on the weekends and may take place throughout the WRMRC catchment area (Central MA). The WRMRC Unit Leader may be expected to attend trainings for volunteers. This is a part time position working up to 15 hours per week.

ESSENTIAL ELEMENTS:



  • Serve as a liaison between local municipalities, WRMRC volunteers and the MDPH concerning programmatic deliverables
  • Assist local municipalities and healthcare organizations in procuring WRMRC volunteers for emergency and community events
  • Organize and facilitate volunteer recruitment, orientation, training, recognition, and retention events
  • Notify, deploy, and track volunteers during local, regional, and statewide emergencies and exercises
  • Attend all local, regional and statewide meetings as requested
  • Work with the HMCC Program Manager and Planning and Ops Coordinator to compile and submit all required fiscal and programmatic reporting to MDPH as requested
  • Complete required quarterly federal MRC reporting
  • Participate in 2 MDPH sponsored and facilitate at least 2 WRMRC unit quarterly call down drills using MA Responds and submit an After-Action Report (AAR)
  • Utilize MA Responds for all volunteer credentialing, registration, and communication, including the submission of CORI and VSOS forms
  • Facilitate in-person and virtual meetings and trainings, using video conferencing platforms, that includes designing presentations, surveys, training materials, and preparing agendas and other relevant documents
  • Participate in projects and trainings, and share links/resources as directed by MDPH OPEM
  • Other related duties as assigned


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:



  • Understanding of the social determinants of health
  • Experience working with diverse populations
  • Experience with giving presentations and facilitating discussions
  • Relationship management skills and experience creating collaboration among partner organizations
  • Excellent written and oral communication skills
  • Experience with online meeting platforms and Microsoft Office Suite
  • Ability to work nights and weekends, as required
  • Ability to maintain records and prepare reports


MINIMUM REQUIREMENTS:



  • High School Diploma or equivalent
  • One (1) year experience working in public health or emergency management
  • Pass MDPH CORI/VSOS and City CORI background check


PREFERRED QUALIFICATIONS:



  • Two (2) years of experience working in public health or emergency management
  • Two (2) years of experience working with volunteer organizations
  • One (1) year of experience with preparing reports and giving presentations
  • Certificates for ICS 100, 200, and NIMS 700


SALARY RANGE: $ 27.80 hourly, part -time 10-15 hours per week
