Intermediate Contract Specialist

JRAD is seeking a highly skilled Intermediate Contract Specialist to support pre- and post- contract management of Research and Development (R&D) assistance agreements and Other Transactions (OTs) for the Advanced Research Projects Agency for Health (ARPA-H).

Roles/Responsibilities:

This role involves working closely with stakeholders to manage contract activities that align with the agency's mission to advance innovative health technologies.

Key Responsibilities:

• Pre-Award Contract Support:
  • Assist in developing and drafting R&D assistance agreements and Other Transactions (OTs).
  • Conduct market research to identify contracting opportunities and best practices.
  • Prepare solicitation documents, evaluate proposals, and assist in the negotiation of terms and conditions.
  • Ensure compliance with applicable regulations and policies during the pre-award process.

• Post-Award Contract Management:
  • Monitor the performance of contracts, ensuring deliverables align with technical and programmatic goals.
  • Manage modifications, extensions, and closeout activities for R&D agreements and OTs.
  • Serve as a liaison between government program managers, contractors, and other stakeholders to resolve issues and maintain contract integrity.
  • Ensure compliance with reporting requirements and assist in tracking financial and technical milestones.

• Policy and Risk Management:
  • Provide expertise in Federal Acquisition Regulations (FAR) and Other Transactions (OT) authority to ensure adherence to contracting guidelines.
  • Assess potential risks associated with agreements and recommend mitigation strategies.

• Documentation and Reporting:
  • Prepare contract documentation and reports for internal and external stakeholders.
  • Develop and maintain accurate records of contract activities and performance metrics.
  • Support briefings and presentations related to contract status and performance.

Required Skills and Education:

• Bachelor's degree in any field.
• 8+ years of experience in Federal Acquisition Regulations (FAR), OTs, and R&D contracting.
• Strong knowledge of R&D contracting processes and OT authority.
• Excellent communication and analytical skills to manage complex contract requirements.
