ITRE) is an institutional research center administered by North Carolina State University. Located within the University's visionary Centennial Campus,
ITRE conducts surface, water, and air transportation research, while providing professional training and educational opportunities. The Institute serves all 16 statewide campuses in the University of North Carolina (
UNC) system and partners with transportation professionals around the globe.
The University of North Carolina, Office of the President, designated
ITRE in a Memorandum of Understanding to work in partnership with the Technical University of Lisbon in the area of Transportation and Environment.
ITRE became a member of the North Carolina Transportation Consortium in 2002, and was the lead institute for the Southeastern Transportation Center (a
USDOT University Transportation Center) from 1989-1995.

Essential Job Duties |
This position leads
GIS development and analysis efforts for supporting statewide transportation-related projects. The candidate will work closely with
ITRE team members to develop, support, and maintain
GIS services and products. The ideal candidate will have strong geospatial technology, data management, analysis, and data visualization skillsets as well as excellent communication / presentation skills.
The applicant will develop, manage, and maintain geospatial offerings including
GIS holdings, service infrastructure, map products, analysis products, research efforts, and workflow automation. The candidate will work closely with the North Carolina State Highway Patrol, the North Carolina Department of Transportation, and other stakeholders.
Duties include but are not limited to:
Geospatial Support - Provide geospatial services for a wide range of transportation projects across ITRE's departments. GIS Development Services- Develop, update, and maintain GIS holdings, GIS web apps, and geospatial services to meet project needs, including data transformation, blending, automation workflows, scripting, and online interactive maps. Hire and manage students, create and edit "how-to" documentation and metadata. Geospatial Analysis - Develop geospatial analysis/analytics tools, products, and services for ITRE projects, and publish these in a variety of formats (web services, analytics tools, static maps, etc.) based on audience needs. On-Demand Requests - Actively respond to and manage on-demand requests for data, maps, and data visualization products for clients. Manage and delegate technical tasks for students. Translate requests into simple, meaningful knowledge for non-technical clients. Showcase Work - Communicate and present data and GIS visualization work to various audiences (conferences, clients, working groups, public forums) utilizing various media (posters, slides, web services). Utilize new technologies to provide stakeholders with easy to use and understand products. Assist non-technical clients with understanding results.

Other Responsibilities |
- Some overnight travel (10%) is required with expenses reimbursed.

Qualifications
Minimum Education and Experience |
- Master's degree in GIS, Computer Science, Informatics, or related field, or an equivalent combination of education and experience.

Other Required Qualifications |
- Ability to identify user requirements, create GIS data visualizations, manipulate and manage data from various sources, understand data relationships, and publish web-based maps and analysis services for client consumption
- Technical skills necessary to develop, manage, and update GIS apps, data, products, and services using ArcGIS desktop and ArcGIS Server (ArcSDE, ArcGIS Portal, ArcGIS Online)
- Ability to discover, collect, manage, and analyze a variety of GIS data sources to inform planning and development efforts for transportation projects
- Demonstrated proficiency with ArcGIS Desktop / ArcGIS Pro (workflows, geoprocessing, Python, editing, mapping, etc.)
- Experience with collecting, manipulating, and blending a variety of data sets including, but not limited to census, transit, land use, climate, economic, and business data
- Experience with ArcGIS Server (ArcSDE, ArcGIS Portal, ArcGIS Online)
- Experience with RDBMS (SQL Server, etc.) and spatial data management
- Experience with REST, Json, and other endpoint services
- Experience with Experience Builder, SQL, Python, and Javascript APIs
- Strong mapping and data visualization skills
- Comfortable working with application server technologies in a networked IT environment
- Excellent communications and presentation skills necessary for client interactions
- Ability to effectively communicate visualization products to a variety of audiences, both verbally and with digital presentation tools
- Self-starter with enthusiasm to learn and grow professionally
- Keen interest in learning new technologies and applying to work
- Ability to discover and implement solutions that translate questions into meaningful answers
- Ability to produce effective visualizations using quantitative data

Preferred Qualifications |
- Ability to administer, maintain, and develop ArcGIS Server (ArcSDE, ArcGIS Portal, ArcGIS Online) capabilities, including GIS web services, security, updates, and identity management. Develop, maintain, manage, and publish web services
- Ability to integrate layers and map (REST) web services with existing performance measurement analytic platforms (e.g. Tableau / PowerBI)
- Transportation planning background preferred
- Comfortable with RDBMS (SQL Server, etc.) and spatial data management
- Ability to develop and maintain ArcGIS custom web applications
- Experience with BI web-based platforms (Tableau , PowerBI)
- Experience with cloud services (Azure, AWS, SAAS, IAAS, etc.)
- Geographic Information Systems Professional (GISP) and/or Esri Certification
