Potawatomi Federal Solutions is seeking a full-time Pricing Manager with experience in proposal pricing management and pricing to support growth in DOD and commercial markets by developing and ensuring the timely submission of high quality, competitively priced, compliant, and compelling proposals.

The Pricing Manager reviews and creates pricing models in response to federal contract solicitation and modification opportunities on all major types of contracts and for larger projects to ensure adequate support is provided for business solutions/proposals. Tasks include conducting contract, or RFP analyses and developing market-based price points, and wage and compensation analyses for proposals and pricing strategies. Develops and prepares cost proposals as well as provides guidance and counsel to clients on all aspects of cost proposal preparation, including Federal Acquisition Regulations (FAR), CAS, disclosure and compliance issues, terms, pricing strategies, business risks, and cost proposal content. The Pricing Manager oversees and manages the quality of written materials, including proposal cost and/or price volumes, contract terms, cost narratives, basis of estimates, processes and procedures, and presentations to senior leadership.

Duties and Responsibilities:

  • Performs business and management pricing tasks without significant supervision.
  • Prepares complex pricing proposals in response to customer RFPs.
  • Responsible for all aspects of the pricing volume development efforts and development of comprehensive cost models tailored to the requirements of Federal solicitations. Oversees price/cost volume responses to Requests for Proposals and Requests for Quotes (RFPs/RFQs), analyzing contract requirements, special provisions, and terms and conditions to ensure compliance with RFP requirements and corporate policies.
  • Develops pricing strategies that are fully compliant with the requirements of solicitation documents, while understanding, documenting, and communicating risks and opportunities. This position will work on proposal pricing that covers a broad spectrum of business areas and a diverse customer base. The proposal pricing can be competitive or sole source and includes task orders, fixed price, IDIQ, T&M and Cost-Type contracts.
  • Responsible for presenting recommendations to senior leadership and requires the ability to interface with technical and operations staff to understand the scope of work. There will often be simultaneous proposals occurring. This individual must be able to manage the complexity of tracking, developing, and maintaining schedules while working on simultaneous proposals.
  • Interfaces with Business Development Leads and technical personnel responsible for staffing estimates, Analyzes estimates of labor, material, equipment, and other direct costs.
  • Actively participates in proposal teams for new business opportunities and works collaboratively with Business Development, Contracts, and Subject Matter Experts (SMEs) to capture all costs and provide the customer with a competitive advantage.
  • Ensures the timely generation of pricing submissions and compliance with solicitation requirements and established review/ approval process.
  • Utilizes overall knowledge of company bid-rate structure to complete assignments within extremely tight and strict proposal schedules.
  • Assumes project management responsibilities for the preparation of a fully compliant and competitive proposal cost and/or pricing volume, establishing, and coordinating schedules, cost/price model development, and a cost narrative.
  • Supports administration of subcontractor request for pricing information. Acts as subcontract liaison between Company and customers/vendors, including participation in pre-contract discussions, contract negotiations, contract changes, and contract execution.
  • Ensures completeness, accuracy, and procedural/regulatory compliance on all procurement matters.
  • Proprietary Data. Ensures Company proprietary data is property marked as such. Provides advice to other internal organizations as to marking and release requirements for proprietary data.
  • Providing responses to modification pricing requests and other post award activities related to pricing.
  • Perform other duties as assigned.

Required Qualifications:

  • More than five (5) years of experience in contracts and the structure of business relationships is required.
  • Experience in Federal contracting is required.
  • Knowledge of all contract types and commercial pricing including, but not limited to, Firm Fixed Price (FFP), Time and Materials (T& M), Cost Plus Incentive Fee (CPIF), and Cost-Plus Fixed Fee (CPFF) contracts. Experience with the following is also required: IDIQ, MAC, Task Orders.
  • Ability to lead pricing review meetings with company leadership is required.
  • Must have familiarity with Government Cost Accounting Principles and the FAR/DFAR.
  • Must have the ability to multi-task, prioritize, and lead others in duties.
  • Must be able to demonstrate an in-depth understanding of pricing concepts and principles to include direct and indirect rate structure and the build-up of fully burdened labor rates.
  • Must have the ability to work as an individual and in a team.
  • Must have flexibility to work non-traditional hours, when necessary, in an often stressful, deadline-oriented environment.
  • Must be able to analyze trends, perform competitive analysis, interpret RFP data, and develop Price to Win strategies.
  • Must have excellent customer service experience, a cheerful outlook, communication skills, and people skills, with keen attention to detail.
  • Working knowledge of Davis-Bacon Act and Service Contract Act required.
  • Familiarity with Government Cost Accounting Principles and the FAR required.
  • Highly proficient in MS Office applications, preferably Excel, Word, and PowerPoint required.

Education:

  • Bachelor's degree from an accredited post-secondary school, preferably business related.
  • Experience may be substituted at the discretion of the employer.
