About the Opportunity
We are seeking a highly skilled Transition Manager to lead and oversee the smooth and efficient transition of federal programs, ensuring the successful implementation and execution of all transition-related activities. This role is crucial in managing the process of shifting operations, resources, and personnel between different stages of a federal project or from one contractor to another. The ideal candidate will have significant experience in federal contracting, project management, and managing transitions across government services.
Duties and Key Responsibilities:
Transition Planning & Strategy:
- Develop and execute transition plans that meet federal government requirements and project timelines.
- Collaborate with government stakeholders to define project goals, objectives, and performance metrics.
- Establish and manage a transition timeline, milestones, and deliverables.
- Stakeholder Management:
- Serve as the primary point of contact between the government client, internal teams, and external vendors during the transition process.
- Build and maintain strong relationships with federal agency stakeholders, ensuring alignment on all transition-related matters.
- Conduct regular meetings to review progress, address issues, and ensure that stakeholders are informed and engaged.
- Risk Management:
- Identify potential risks and develop mitigation strategies to prevent delays, cost overruns, or quality issues during the transition.
- Monitor and report on risk factors and the effectiveness of mitigation plans.
- Compliance & Documentation:
- Ensure all transition activities comply with federal regulations, agency guidelines, and contract requirements.
- Oversee the preparation and submission of all necessary documentation related to the transition process.
- Team Leadership:
- Lead, mentor, and coordinate cross-functional teams involved in the transition, ensuring smooth collaboration between project teams, contractors, and the client.
- Train and support team members to ensure that transition processes are followed effectively and efficiently.
- Operational Continuity:
- Ensure that all operational functions and services are maintained and that there are minimal disruptions during the transition.
- Oversee the transfer of knowledge, documentation, and systems from the previous contractor to ensure continuity of federal operations.
- Performance Monitoring:
- Develop performance metrics and dashboards to track the effectiveness of the transition.
- Ensure that service levels and performance objectives are met throughout the transition process.
Qualifications
Education and Years of Experience:
- A Bachelor's Degree in a relevant field (such as computer science, information technology, or business administration) is often required.
- 5 to 8 years' experience in managing large-scale IT projects or contracts, preferably in a government or federal context.
- Certifications such as PMP or ITIL.
Additional Requirements:
- In-depth knowledge of IT systems, infrastructure, and software development
- Familiarity with government regulations, compliance, and security standards (e.g., , NIST)
- Strong leadership abilities to guide teams, resolve conflicts, and make strategic decisions.
- Effective communication with stakeholders, team members, and senior management.
- Budgeting and financial oversight skills to effectively manage the contract
- Ability to allocate resources efficiently and track expenses.
