About Coast Community College District The Coast Community College District (CCCD) is a public, multi-campus community college district serving Orange County, California. Established in 1947, CCCD has a rich history of providing accessible, high-quality education and training to students from diverse backgrounds. Summary Coast Community College District is looking for an IT Business Processes Analyst with programming experience. The role plans, analyzes, develops, tests, and documents computer systems and purchased integrated applications for academic and/or business purposes. Consults with staff and coordinates projects for the design and modification of best practices and automation of information flow, documents, forms, analytics, and reports. Distinguishing Career Features The IT Business Processes Analyst is the part of a professional career path for internal consulting on information technology and process solutions that enhance decision-making and office efficiency. The position requires the capability to consult with users from multiple functions, participate in and lead projects involving department stakeholders, and committees. Design, write, and troubleshoot computer-aided dashboards, tools, and applications that contribute to 'best practices' work efficiency. Incumbents are expected to develop and maintain expertise in one of the District's major systems such as business/finance packages or student information systems, and will demonstrate the ability to install, test, customize and maintain standardized applications using ITIL Framework and Processes. Essential Duties and Responsibilities Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned: 1. Serves as a technology and process improvement consultant to business and academic customers. Evaluates business processes to define system requirements, propose potential solutions, and coordinate the implementation or modification of technology and/or process automation solutions. 2. Facilitates, trains, and assists staff and other stakeholders in analyzing, improving, and implementing technology and process automation solutions. Facilitates, leads, and participates as a member of a project team. 3. Conceptualizes, analyzes, designs, and programs applications for administrative and academic users such as those for entering and integrating data from several platforms to common access by computer users. 4. Defines the scope and objectives for applications, along with constraints and system requirements. Analyzes and defines current organizational functions, processes, sources and uses of information, and other data to determine application solutions. 5. Documents workflow using organization and data flow charts and other related materials. Produces application design specifications and documentation on inputs, outputs, and data structures. 6. Identifies and documents business processes and workflow that contribute to enhanced information flow by interviewing users, generating process documentation, and proposing process solutions. Identifies information and software to support processes. 7. Facilitates and designs inputs, including data entry screens, forms, and files. Designs outputs, including reports, files, and display screens. Designs, develops, and implements logical and physical database structures and relationships. 8. Develops and maintains application software. Performs initial testing to application specifications using testing environments before releasing versions for use. 9. Coordinates and implements data conversions and transitions from old to new systems. Develops user and system documentation. Works with application vendors and users to facilitate data transfer and integrity. 10. Troubleshoots application errors. In conjunction with users, isolates problems from symptoms, determines alternatives and develops and implements solutions. If problem is user error, works with staff to improve user instructions or train for better understanding. 11. May serve as a leader for projects by coordinating and involving staff members from multiple organizational units. Follows systems development life-cycle techniques and utilizes project management techniques and specialized software packages/applications. 12. Maintains up-to-date knowledge of evolving computer technologies, including hardware, software, languages, problem solving techniques, and development tools. Prepares periodic briefings on technologies that would have relevance to the District. 13. serve as a technical lead in assuring optimum application configuration and migration of existing database, data warehouse, and interactive web-based applications; design custom configurations as necessary. 14. Consults with a variety of staff to determine database needs and requirements and coordinates with database administration services. Assists with user implementation of database and report processing systems and applications. 15. Participates in the analysis, diagnosis, correction and maintenance of complex problems with existing computer applications, database and data warehouse; troubleshoot problems with hardware, software and networks and assist in resolutions 16. Ensures security and integrity of database structures and content. Administers access security to database tables including adding/deleting users, controlling database login passwords, and authorization access to tables. 17. Assists users with database related problems. Analyzes cause of problems. Redesigns queries, forms, links and other solutions. 18. Work with technical users and end users to assess and meet data and integration needs of the colleges and the District. 19. Analyzes vendor solutions and estimate time and resources needed and clarify objectives to be accomplished. 20. Designs and maintains the enterprise Identity Management and Single-Sign On solutions used by Banner ERP and other third-party applications. Works with IT Security and IT Infrastructure to design and implement solutions relating to provisioning of users and role-based access management. 21. Coordinates with IT Security and Administration to update security roles, provide log access and investigate security-related issues within databases and application servers relating to Banner ERP. 22. Performs other related duties as assigned that support the objective of the position. 23. Required to abide by all District policies and procedures including Board Policy 3050 - Code of Professional Ethics.

Qualifications Knowledge and Skills 1. The position requires in-depth knowledge of program/applications development techniques, procedures, tools, and documentation requirements. 2. Requires working knowledge of business 'best' practices enough to develop information system systems, and work process flow charts, ultimately leading to custom applications that automate office routines and support decision-making. 3. Requires working knowledge of ITIL Framework and Processes. 4. Requires working knowledge of relational database concepts, design techniques, and tools used for web-based data storage and communications. 5. Requires in-depth knowledge of computer file methods, structured testing techniques, and programming languages used by the District and districts to support ERP, or others currently in industry use. 6. Requires working knowledge of object-oriented software development techniques and tools. 7. Requires advanced technical writing skills to document applications and instructional content. 8. Requires problem solving and analytical skills. 9. Requires well-developed human relations skills to facilitate small group processes, conduct training, provide technical support, and apply understandable lines of questioning when trying to understand department needs or problems. Abilities 1. Requires the ability to perform the essential responsibilities and functions of the position. 2. Requires the ability to operate a variety of computers and peripheral equipment. 3. Requires the ability to analyze technical problems and to develop and apply appropriate solutions. 4. Requires the ability to consult with and conduct information interviews through individual conferences and group processes, then, translate user requirements into forms, reports, and data access. 5. Requires the ability to coordinate systems development functions and steps and follow logical progressions for programming systems. 6. Requires the ability to design, program, install, and maintain programs for original and purchased applications and systems, including databases. 7. Requires the ability to write basic to complex programs using ERP tools or other languages, using SQL extensions to access a relational database and library and lexical functions. 8. Requires the ability to analyze data and develop logical solutions. 9. Requires the ability to translate the English language into computer languages and debug program code. 10. Requires the ability to discuss technical information with users, discern their needs and develop programs, systems, screens, etc., which meet those needs. 11. Must be able to communicate technical and complex information to non-technical users 12. Requires the ability to provide training to on-line users in use of computer equipment and operating procedures. 13. Requires the ability to read, understand and apply information from technical manuals and education code regulations. 14. Must be able to prioritize work in order to meet deadlines and maintain schedules. Requires the ability to work cooperatively and productively with others. Physical Abilities 1. Licenses and Certificates May require a driver's license. Working Conditions Work is performed indoors where minimal safety considerations exist.

This is a permanent, general funded, full-time, 12-months per year classified position. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the department's needs. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee. Selection Procedure
