Job Description Summary:

The Contract Representative 3 independently performs full cradle-to-grave contract management in a designated portfolio, representing a variety of complex contracts across one Business Area or across several Business Areas, and owns critical external customer relationships. This role requires full Federal Acquisition Regulation knowledge, and is heavily capture, proposal, and negotiation focused, working under the guidance of a Business Area Contracts Leader, while still maintaining an execution contracts portfolio. The Contract Representative 3 develops the ability to shape pre-contract outcomes, efficiently analyze terms and conditions, mitigate proposal risk through groundrules and assumptions, and gains a more comprehensive understanding of the strategic direction of their supported programs.

Job Description:

Duties/Responsibilities

  • Comprehensive cradle-to-grave proactive, compliant contract management for long-term contracts (BOA, IDIQ and/or OTA contract vehicles), as well as other R & D, EMD, or Production contracts, which may transition into subsequent acquisition phases and competitive gates

  • Act as the official POC for customer communications

  • Lead Contracting actions throughout the Business Winning Process

  • Develop, document and execute negotiation strategies in collaboration with the capture and proposal team to champion the most advantageous outcomes for the corporation

  • Lead cross-functional compliance efforts for Truthful Cost or Pricing Data Act requirements, including the sweep, disclosures and certification

  • Drive a thorough review of terms and conditions and clarify contract requirements to establish a contract baseline at the proposal phase; conduct thorough contract review prior to contract acceptance and initiate contract set-up for our business systems

  • Champion robust change management practices, including timely notifications and ensuring approvals by an authorized customer counterpart, and supporting/submitting/negotiating compliant change proposals to drive matters to resolution with a sense of urgency

  • Interpret contract requirements throughout the contract lifecycle, assisting with dispute resolution and bridging customer and corporation disconnects

  • Conduct closeout activities to satisfy the requirements of the contract; maintain the official contract record for the corporation

Skills/Abilities

  • Working knowledge of FAR/DFARS. Strong understanding of the contract lifecycle and the anatomy of a contract/agreement for government contracts and subcontracts; specific knowledge of contract types, contracting vehicles, varying types of scope including R & D and production, OTAs / Consortiums, and Commercial Contracts, including elements for compliance and scenario-based risk identification and mitigation.

  • Excellent problem solving and decision-making skills with demonstrated ability to resolve complex problems

  • Strong interpersonal and written and verbal communication skills necessary for working in a team environment and influencing others

  • Must be an action-oriented self-starter with rigorous adherence to deadlines; ability to work independently with guidance from Business Area Contracts leadership and mentors

  • Ability to mentor junior level colleagues, and lead training for the program and functional teams

  • Working knowledge of Intellectual Property considerations and our corporate IP strategy within a specific Business Area

  • Demonstrated ability to manage an assigned workload as part of a cross-functional team to achieve customer focused results with a sense of urgency, accuracy, and completeness

  • Ability to measure to a contract baseline, document changes, and understand how authority is designated within our contracts and delegated within our corporation

  • Proficient in Microsoft Office applications and ability to learn and work in a variety of systems

Education

  • Bachelor's degree in relevant field of study required; advanced degree preferred and can be considered in lieu of 2 years of experience.High School diploma with some college and four years additional work experience in lieu of degree.

  • Professional Certifications (e.g. CFCM, CPCM, etc.) preferred

Experience

  • Minimum of 5 - 10 years relevant Government Contracting industry experience; additional years of relevant functional experience within the national security or aerospace and defense industry preferred

Additional Job Description:

Current in scope Secret security clearance is required.
