The Position

The Port of Portland is hiring a new Manger of Organization Development & Learning!

Your Role: As the Manager of Organization Development and Learning, you will lead the creation and implementation of strategic programs and initiatives that support organizational learning, HR business partnering, and employee relations. You will promote a culture of continuous learning, drive organizational effectiveness, and enhance employee engagement and HR support across the Port. In this role, you will serve as a trusted HR advisor on matters related to organizational development, talent management, performance management, workforce planning, and leadership coaching, helping shape the future success of the Port and its diverse workforce.

We offer a flexible hybrid schedule that combines work-life balance with team collaboration. You'll be in the office Tuesday through Thursday to engage with colleagues and support our business lines, with the flexibility to work from home on Mondays and Fridays.

Essential Job Duties

Organization Development

  • Lead the development and execution of an OD and learning strategy aligned with business goals.
  • Collaborate with leadership to assess and address organizational needs.
  • Drive transformation efforts, including restructuring, culture change, and improvements.
  • Implement initiatives to enhance employee engagement and performance.
  • Conduct assessments to identify gaps in organizational effectiveness.
  • Oversee strategic workforce planning to ensure talent readiness and agility.
  • Manage key programs in talent management, employee engagement, and change management.
Organizational Learning
  • Design and implement a learning program for all staff, from entry-level to executives.
  • Innovate learning programs using modern practices and methodologies.
  • Evaluate program effectiveness and recommend improvements.
  • Oversee the Learning Management System (LMS) for better learning solutions.
  • Support DEI initiatives through learning and development efforts.
Business Partnering
  • Build relationships with senior leaders to align OD & L initiatives with business priorities.
  • Communicate OD goals and progress to stakeholders.
  • Advise on employee relations strategies to promote a positive work environment.
  • Provide guidance on complex employee relations matters.
Team Management
  • Lead and mentor the OD & L team, ensuring effective program delivery.
  • Align OD initiatives with broader HR strategies and foster collaboration.
  • Maintain a commitment to high standards in providing HR services to internal customers, ensuring responsive, professional, and value-driven support.
  • Measure and improve the effectiveness of OD initiatives.
Additional Responsibilities
  • Manage projects from analysis to evaluation, ensuring timely, on-budget delivery.
  • Maximize vendor relationships to support OD & L programs.
  • Stay current on HR and OD best practices.
  • Support HR team on employee lifecycle initiatives.
Demonstrated Skills:
  • Organization Development Strategy & Design (Advanced)
  • Knowledge of adult learning theory, learning modalities, e-learning technologies & tools, and instructional design skills (Advanced)
  • Organizational design principles, leadership development, change management and organizational effectiveness strategies (Advanced)
  • Strategic HR business partner strategies and principles (Advanced)
  • Strategic thinking with the ability to translate business needs into effective OD strategies (Advanced)
  • Team development & succession management (Senior)

Minimum Qualifications

Education

  • Bachelor's in Organizational Development, Human Resources, Training & Development, or a related field.
  • OR equivalent combination of education and relevant experience.
Experience
  • At least 8 (eight) years of progressively responsible experience in Organizational Development (OD), Training, or Learning and Development,
  • At least 3 (three) years in a management role.
Security
  • Employees in this position may be required to successfully pass and maintain security clearance relevant to assigned duties such as SIDA (Security Identification Display Area), TWIC (Transportation Worker Identification Credential), CJIS (Criminal Justice Information Systems), etc.
Licenses and Certifications: (Preferred)
  • APTD or CPTD (ASTD)
  • CID (Certified Instructional Designer) (ATD or similar)
  • CODP (Certified OD Professional) (IOD)
  • SPHR or SHRM-SCP (HRCI or SHRM)
  • CMP (Change Management Practitioner) (Prosci or similar)

SELECTION PROCESS & PROJECTED TIMELINE: (tentative schedule):

  1. Minimum Qualification Evaluation: During the week of December 1st, Human Resources and the Hiring Manager will evaluate the education, training, and experience outlined in submitted application packets.
  2. Subject Matter Expert (SME) Evaluation: A panel of internal Subject Matter Experts will assess your experience and training based on your application materials and responses to the supplemental questionnaire.
  3. Interview Scheduling: Our goal is to schedule first-round interviews with candidates who successfully pass the SME evaluation during the week of December 16. The first round will typically involve the recruiter and the hiring manager.
Compensation:
Our organization adheres to established salary ranges for each position to ensure equitable pay practices. However, final offers are determined based on various factors, including the candidate's experience, qualifications, and considerations of internal pay equity.
