REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for Human Services Supervisor in the Housing Options, Solutions, and Supports Division.

General Description
Provides supervisory and administrative case management in a human service environment.
Works under general supervision, independently developing work methods and sequences.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in mental health counseling, marriage and family counseling, counseling education, social work, psychology, gerontology, criminology, management or other closely related field.
Requires two (2) years in social services casework, counseling and/or other closely related experience including six (6) months of lead work/supervisory experience.
(One year of relevant experience may be substituted for each year of required education, depending upon area of assignment.)
Special Certifications and Licenses
Depending upon area of assignment, licensures and/or certifications may be required.

Must possess and maintain a valid Florida Class E Driver's License and be able to maintain authority to drive on County business.

Necessary Special Requirements
Depending upon area of assignment, may be required to work nights/weekends/holidays.

Master degree in related field
Doctorate degree in related field
Bilingual English/Spanish or Portuguese
Experience with Adult Civil Citation Program

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

*With compassion and a housing first approach, monitors and coordinates responses to complaints made by county residents pursuant to HB 1365 where a person who is unhoused is camping or sleeping on public property.

*Documents the County response to all to complaints made by County residents pursuant to HB 1365 where a person who is unhoused is camping or sleeping on County public property.

*Monitors HMIS to track available services and shelter capacity for these unhoused persons.

*Reviews best practices and staffs cases to assure these unhoused individuals and families are supported through the County's existing network of services and providers.

*Continues to strategize methods to appropriately respond to HB 1365; researches and collaborates with other jurisdictions regarding best practices, challenges and opportunities.

*Collaborates with municipalities, law enforcement, and providers regarding response to HB 1365.

*When deemed necessary, accompanies outreach teams responsive to complaints made by county residents pursuant to HB 1365 where a person who is unhoused is camping or sleeping on public property or other encampment sites.

*Liaises with the Broward County Adult Civil Citation program.

*Coordinates specialized projects and leads project meetings for outreach events at the Airport, Transit and other locations.

*Updates and develops new policies and procedures to meet the program/project's needs.

*Monitors data and provides reports to the HOSS-D Director on a daily, weekly and monthly basis.

* Monitors and coaches the staff regarding documentation practices and trains staff on crisis intervention.

*Educates staff on outside resources and the referral processes.

*Depending upon area of assignment, may be required to work nights/weekends/holidays.

Oversees program activities and operations; assigns work and monitors and evaluates performance; provides case consultation on unusual or difficult cases; approves eligibility for services recommended; makes special recommendations to the appropriate administrative superior for service policy waivers.

Ensures that staff and consumer safety and well-being are maintained; provides back-up case management and/or counseling in absence of assigned staff member; reviews case records to evaluate the quality of work and to ensure compliance with procedures and requirements.

Participates in development of agency and/or program policies, procedures, and work plans in accordance with the performance improvement processes in coordination with management team.

Consults with law enforcement, child protective investigators, and other agencies as required; may testify in judicial processes as an expert witness and/or provide deposition and court testimony; assists staff with preparation for same.

Assists staff with crisis intervention services for high-risk consumers; may provide direct services to program participants and their non-offending families or other caregivers.

Assists in the preparation of the annual budget for the section and agency, as requested and operational goals and objectives, initiates and reviews program office requests for goods and services.

Acts as a liaison with community organizations and providers to build integrated networks.
Monitors clinical or program participant records for quality of work and to ensure compliance with agency and funder requirements or standards; reviews staff utilization of the agency's electronic client services tracking system or other applications used.

Assists with accreditation/certification activities and participates in accreditation/certification reviews; provides in-service training for staff.

Attends staff meetings and scheduled training sessions as assigned; participates in staff recruitment activities and employment related decisions including staff performance issues and discipline.

Depending upon area of assignment, may be required to work nights/weekends/holidays.
