DESCRIPTION

The Assistant Director of Building Operations reports directly to the Facilities Management Director. Under general direction, responsible for operations and maintenance of over 12 million SF within 700+ UCSD buildings located on the UCSD main campus, east campus Medical Facilities, Scripps Institute of Oceanography, Elliot Field, Nimitz Marine Facility, Hillcrest Medical Teaching Facility and other facilities per agreement. Accountable for developing and achieving operational goals and metrics. Provides leadership, direction and expertise to department, projects or decentralized facilities management and construction activities.

Formulates and administers policies and procedures to further the goals of the campus and Facilities Management (FM)

Strengthen workforce by using sound judgment in hiring and training assigned staff. Screen, interview and select employees for hire. Train and assign work to new and continuing employees and provide guidance on performance standards and University procedures.

Conduct performance evaluations of senior Building Operations staff, including counseling and disciplinary action. Ensure that annual appraisals are completed on-time and in a fair, consistent, manner for the entire division.

Duties include short and long range operational planning based on experience, industry trends, and campus forecasts. Plan and strategize to meet demands placed on Facilities Management due to campus growth and issues. Take a lead role in facility condition assessments and deferred maintenance / facility renewal program.

Exercise financial responsibility for Facilities Management Building Operations budget of more than $25 million per year composed of both state and recharge funding. Accountable for budget development, execution and purchasing. Receive appropriations and allocate funds to best serve the needs of the University and FM.

Conduct building visits with staff to observe site conditions and have interaction with customer base. Keep Director and Customer Relations Supervisor informed of any potential client issues or escalations.

Provides oversight for facility development, building safety, hazardous materials, waste management and space.

Establishes objectives and work plans, and delegates assignments to subordinate professionals or managers. Reviews and approves recommendations for facilities management and related programs. Responsible for managing, preparing, administering, and directing facilities management resources. Involved in developing, modifying and executing policies that affect immediate operation(s). Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

QUALIFICATIONS
  • Ability to facilitate and collaborate with various internal and external constituencies on strategic short- and long -term facilities planning, management and building construction. Knowledge and ability to provide quality customer service to the campus through effective and accepted quality methods and processes. Ability to provide and carry out an annual plan to address client concerns. Strong planning, analytical and problem solving skills. The ability to work under pressure and have a proven track record of performing in this type of environment.Solid understanding of the University organizational structure and how facilities management carries out the mission and function of the University as a whole. Thorough knowledge of UCSD operating practices preferred.

  • Significant experience in fiscal and budgetary management. Ability to plan for and administer a maintenance operation budget. Experience managing multi-functional and diverse programs of significant budgetary impact to both the overall campus and department. Ability to analyze management data to plan for operational requirements including expense plans for personnel/staffing, purchasing of materials & equipment, training, etc.

  • Advanced knowledge of engineering and / or architectural design and concepts. Ability to interpret blueprints, specifications, schematic and Isometric drawings, technical instructions, manufacturers' and underwriter specifications and make recommendations based on findings.Extensive working knowledge of all building and utility systems. Ability to convey complex operational details of all building systems and sub systems to line staff, MSO's, professors, deans, directors and vice chancellors.

  • Demonstrated knowledge and experience working with single and multiple zone HVAC systems, single and multi-plex buildings, centralized utility systems, campus loop systems, chilled water distribution, Medium and high temp water systems, underground utilities and distribution, mechanical, electrical and plumbing systems for a complex series of buildings, preferably in an academic setting.

  • Leadership skills to mentor and develop professional staff. Strong management and supervisory experience including, but not limited to establishing goals; organizational planning; assignment of work; and performance evaluation for professional and line-staff positions. Demonstrated leadership in fostering a working environment that enhances morale. Experience in administering a proactive maintenance program utilizing relevant software.Excellent interpersonal and communication skills, including verbal and written methods. Proven experience proactively and professionally handling a variety of situations at various levels within a University or other large-business setting.

  • Thorough knowledge of industry best practices. Progressive management level experience in large scale unionized maintenance and/or construction environment, working with union employees. Ability to communicate at the trade and journeyman level.

  • Experience coordinating major shutdowns, outages and emergency responses.

  • Demonstrates competency and commitment to equity, diversity, and inclusion.

  • Ability to effectively operate personal computers using a variety of software packages including MS Outlook; Word; Excel; Access; CAD; Means estimating; Energy Management System; Internet Explorer and Maintenance Management systems.

  • Ability to model and advocate UCSD Principles of Community.

SPECIAL CONDITIONS
  • DOJ/FBI background check & clearances and DMV clearance required prior to hire.

  • Must possess and maintain valid California Driver license and participate in DMV Pull Program.

  • Must be able to respond to campus emergencies and/or oversee 7-day, 24 hour maintenance and surveillance program.

  • Ability to work in morgues, gross anatomy and pathological laboratories where human and animal bodies or parts thereof may be exposed to view of worker.

Pay Transparency Act

Annual Full Pay Range: $116,000 - $224,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $55.56 - $107.38

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
