Academic Program Manager
Job Summary This role is for a Scientific Program Manager within the Center for Biosignal Research (CBR) at the University of California, San Francisco (UCSF). The CBR is a research center housed within the Division of Cardiology whose broad mission is to use biosignals to improve biological understanding and patient care. The various CBR core activities span the breadth of academic research, FDA regulatory validation and compliance, health system implementation and industry collaborations. The Scientific Program Manager will work closely with the CBR Co-Directors and Founder to oversee and manage all CBR program components, operations, administration, financing and logistics, including human resources. The position requires demonstrated prior experience in management of complex programs, interfacing with high-level health system, academic and regulatory leaders, the abillity to work within and lead teams of techincal experts. In particular, the Scientific Program Manager must have demonstrated ability to take high-level project concepts from initial ideation through to execution and completion. The role requires excellent organizational skills and fluency with organizational tools, a high level of attention to detail and time management to meet stringent external and internal deadlines, strong scientific writing abilities, excellent written and communication skills, and ability to lead large cross-disciplinary teams of scientific and technical experts (specifically in data science, machine learning and software engineering).
The incumbent will have expertise managing a team responsible for managing large-scale health data, data scientists and software developers that manage, process and analyze health data, leading administrative and regulatory processes and large clinical research projects. Receives assignments in the form of objectives with goals and develops the process and milestones by which to meet goals in a timely manner. Excellent organizational skills, computer skills in project and team management, and ability to guide a team with diverse jobs and skills (eg. research coordinators, data managers, data scientists, data engineers, project managers, product managers, and physicians and healthcare providers) are required. Demonstrated skills and experience in agile project management, technology management, research and budgetary oversight, and the ability to analyze complex interactions between researchers, administrators, regulators and industry collaborators is strongly preferred. Experience with financial management and budgeting and human resourcing,clinical research, regulatory processes (eg. IRB, FDA, NIH) are also preferred. Develops innovative and cost-effective program evaluation strategies, and ensures resources are scaled and allocated appropriately. This role will liaise with other University functions on behalf of the Center and faculty such as Office of Sponsored Research, Clinical and Traslational Science Institute, Office of Technology Management, and others.
Works under direction of Center Co-Directors, Founder and/or more senior Academic Program Officer to establish center agenda, funding, objectives. Monitors and evaluates all CBR projects and programs, all CBR funded research and collaborations, grants, recharge funds, relevant IRB submissions and other related center finances. Works with Principal Investigators to identify and pursue funding opportunities and revenue streams. Provides content for communications to research institutions, scientists, professionals, legislators, the media and the public. The incumbent will be involved in writing grants, progress reports, manuscripts and other publications, tracking milestones. This job requires understanding strategies to advance research and infrastructure, sound project/program management principles, analysis and strategic planning. Responsible for managing the hiring of new staff. Produces documents and products summarizing scope, research in progress, or accomplishments for all program research efforts for formal review, for example, by research granting agencies, University administration or institutional review boards. Recommends changes to department policies and practices. Identifies risks and responds accordingly. Provides priority setting and work flow analysis. Develops and organizes conferences and other public forums. The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. Department Description The Division of Cardiology, in which the Center for Biosignal Research is based, is one of the largest clinical, research and training divisions of the Department of Medicine (DOM) at UCSF. Within the Division are sub-specialty sections for: Adult Congenital Heart Disease; Advanced Heart Failure, Transplant, and Pulmonary Hypertension; Cardiac Electrophysiology; Echocardiography and Cardiac Imaging; General Cardiology, Interventional Cardiology; and Prevention. The Division runs several clinical practices in multiple sites, conducts basic and clinical research, and educates medical students, residents, clinical fellows and postdoctoral scholars through ACGME as well as non-ACGME training programs. In addition, the Division has significant and complex financial and administrative relationships with the Department of Medicine (DOM) and the UCSF Medical Center, as well as large patient care programs in the sections noted above, large clinical, Federal, and privately supported research programs and six faculty laboratories. The Division has 70+ full-time faculty, 7 non-faculty academics, 36 clinical fellows, 6 post-doctoral research fellows, 10 WOS faculty, 2 MSP physicians and over 60 research support and administrative staff. The Division currently expends over $22 million per year in pursuit of its clinical, research, training, and service missions. While the Division is primarily split between the Parnassus and Mission Bay campuses, fellows have rotations at the Zuckerberg San Francisco General Hospital and the San Francisco Veterans Affairs Medical Center.
Required Qualifications
- Advanced degree in related area and five or more years of relevant experience, and / or equivalent experience / training
- Terminal degree in a related area (PhD, JD, MD, etc.) and / or equivalent experience / training
- Academic background and experience in bioinformatics, clinical research, biomedical research or related fields
- Advanced knowledge of administrative, budgetary, human resources and financial principles and practices
- Advanced oral and written communication skills
- Advanced ability to think creatively and independently on concepts requiring advanced analytical skills
- Advanced interpersonal skills and ability to work with diverse groups to achieve results
- Advanced ability to work collaboratively with internal and external peers and managers
- Ability to build relationships, collaborate and problem solve both internally and with external organizations
- Strong oral and written communication skills with the ability to communicate effectively with diverse stakeholders and to produce written scientific documents
