Description

Salary range is $65k to $150k, with a midpoint of $105k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general supervision, this role acts as individual contributor and coordinates and executes asset and site inspection and condition assessments and facilitates the development of Asset Plans for the organization's portfolio of facility and infrastructure assets. Assets include rail vehicles, light rail assets and equipment, administrative and maintenance facilities, transit stations, parking structures and other equipment and infrastructure. Performs condition analysis to identify scheduling of rehabilitation and refurbishment in partnership with the organization's maintenance and operations teams. This role informs specification revision in the development and planning of new construction and capital renewal projects based on analysis of condition assessments, criticality and risk affecting service and operations.

ESSENTIAL FUNCTIONS:

  • Conducts site inspections to evaluate existing asset conditions, deficiencies, and provide differential maintenance recommendations
  • Utilizes professional expertise and judgment to determine physical asset condition.
  • Provides continuous improvement of the assessment process and collects and analyzes associated data across asset portfolios.
  • Collaborates across teams to accomplish objectives.
  • Creates the Asset Planning template and process for development of Asset Plans
  • Plans, leads and manages inspection scheduling with internal and external stakeholders.
  • Manages work to schedule and deadlines.
  • Conducts procedures conforming to federal and state regulatory standards and industry best practices.
  • Supports the monitoring of assets to sustain appropriate levels of service based on asset condition and performance, useful life, service demand and functional requirements.
  • Performs technical and financial analysis to translate asset condition assessment factors into near term and long range funding requirements including cost of ownership and life cycle cost estimating.
  • Provides recommendations in prioritizing rehabilitation and refurbishment projects for capital planning.
  • Informs asset data requirements and standards for onboarding of new asset information.
  • Conducts day-to-day coordination and oversight of organization's asset registry and inventory.
  • Ensure all asset data is properly collected and quality checked.
  • Presents and writes documents and reports to leadership and conducts investigatory activities as required.
  • Works closely with internal and external stakeholders to develop and improve asset management processes, ensuring alignment with the organization's Strategic Asset Management Plan.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Architecture, Engineering, Maintenance Management, Construction Science, Business Administration, or closely related field and four years of experience in facilities, transit, rail construction or maintenance, property management, project management or construction/engineering experience that includes responsibility for asset maintenance management and financial analysis; OR an equivalent combination of education and experience.

Required Knowledge and Skills:



  • Principles of business letter writing and report preparation.
  • English usage, spelling, grammar, and punctuation.
  • Asset planning, computerized maintenance management systems, and configuration management processes.
  • Business/industry principles and practices related to facilities management and maintenance.
  • Construction drawings and technical specifications.
  • Cost estimating principles, RS Means, WSDOT UBA, and similar techniques.
  • Property condition assessment principles, ASTM standards, and similar techniques.
  • Building engineering and construction principles and practices including familiarity with building, conveyance, plumbing, fire protection, electrical, and mechanical trades.
  • Rail infrastructure construction or maintenance principles and practices including basic familiarity with facility systems, rail signal and power systems, track and guideway.
  • Project management techniques and principles.
  • Principles and practices of governmental budget preparation and administration.
  • Occupational hazards and standard safety practices.
  • Principles and practices of record keeping and records management.
  • Other pertinent federal, state, and local laws and regulations.
  • Methods and techniques of data collection, research, and report preparation.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
  • Utilizing personal computer software programs affecting assigned work, utilization of databases, and in compiling and preparing spreadsheets and written reports.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Applying project management techniques and principles.

Physical Demands / Work Environment:



  • Work is performed in a hybrid office and field environment.
  • Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
  • This position involves visiting transit stations for condition assessments and/or field verification. May be suject to bending, climbing, crawling, eye/hand coordination, grasping, hearing, kneeling, reaching, repetitive motion, sitting, standing, talking, seeing, walking and carrying and lifting of objects up to 25 pounds.
