THE POSITION

The Department of Transportation is on the lookout for a Business Analyst 1 to join their team in Dauphin County. This role involves a range of technical analysis tasks aimed at maintaining the integrity of the Driver Licensing and Control (DL&C) system, as well as providing application support for the State-to-State and REAL ID systems. DESCRIPTION OF WORK

This role involves collaboration with both IT programming and business teams to facilitate the implementation of system modifications as requested by the management of Driver and Vehicle Services. The position is responsible for providing continuous support for the State-to-State and REAL ID systems applications, which includes resolving discrepancies, conducting statistical data analysis and collection, and performing program testing.

The employee engages in moderately complex analytical tasks that pertain to the development, modification, and functionality of the State-to-State and REAL ID systems applications. This includes documenting any necessary process changes related to these systems, which entails participating in business meetings, drafting test case specifications, and reviewing business requirements.

In addition, the employee undertakes a range of analytical responsibilities that support and maintain the transition to electronic data processing methods across various applications, including but not limited to State-to-State and REAL ID systems, Drivers Licensing and Control Systems (DL&C), Vehicle Titling and Registration (VR) applications, and Online Driver and Vehicle Services (eGov). This also encompasses other applications as assigned, such as .Centric, Placards, and Mobile Applications.

The employee is tasked with developing testing plans and scripts that correspond to system enhancements, new initiatives, or defect resolutions, ensuring that business requirements are fulfilled and that the State-to-State and REAL ID systems operate effectively.

Furthermore, the employee plays an active role in the planning, execution, and assessment of testing activities, analyzing the outcomes of testing scripts and preparing reports that document any discrepancies or deviations from anticipated results. Effective communication, both verbal and written, is essential in interactions with external management personnel within BBSS and BIO, contractors, and various internal business and processing areas, including DEX, RSOS, and Fee Accounting.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with 60-minute lunch.
  • Employee is required to work some weekends. May be required to work when a full-day and/or partial-day office closing is authorized. To include but not limited to: early dismissals for inclement weather; the day before holidays; special holiday closings.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • A bachelor's degree; or
  • An equivalent combination of experience and training.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.
