The ideal candidate will have:

  • Bachelor's degree in computer science or related field of study from an accredited college or university. In lieu of a degree, equivalent combination of education, certifications and experience may be substitutable on a 1:1 basis degree and or experience
  • Minimum of three (3) years of experience delivering data and/or application solutions, built from requirements and applying software tools to include:
  • One (1) year of experience as a systems administrator for computer applications such as data management applications (AWS, Snowflake, etc.), or building dashboards, or working with communication systems such as metering AMI head end systems
  • Utility industry experience (preferred)
  • Must possess or be able to obtain/maintain one (1) or more certifications in the following technologies: AWS, Snowflake, Talend, Tableau, Alteryx (or have the ability to obtain certification within one year of hire)

Job Purpose:

Analyzes and troubleshoots moderately complex meter data to ensure accurate customer billing, meter data sharing, resolution of system/sync errors, and identification of metering issues.

Supports, maintains and utilizes multiple software application systems related to meter data, such as Automated Metering Infrastructure (AMI), Head-End System (HES), and Meter Data Platform (MDP). Builds and delivers meter data solutions and dashboards from requirements for a variety of internal stakeholders.

Primary Functions:

  • Develop and enhance OUC's Meter Data Platform (MDP) to support business operations use cases by ensuring all captured AMI data is stored and accessible;
  • Maintain/enhance Meter Data Platform and data integrations providing foundational tools set for team daily operation activities;
  • Monitor various data transfers for completeness and data integrity from HES and MDP;
  • Implement policies and objectives of Advanced Metering Infrastructure (AMI) initiatives as technical expert on AMI design and configuration; maintain back office AMI and metering end points data collection to support OUC's core application integrations;
  • Conduct daily data inspections and make determinations regarding device performance in order to escalate/create necessary field operation Field Activities;
  • Provide recommendations that will improve data integrations and workflow, mitigate data risks, and respond with documented solutions for new meter data requests;
  • Analyze, validate, and test meter data using SQL (structured query language) to discover anomalies and behavior patterns; develop complex, effective and efficient SQL queries to extract and analyze data to support additional data requests, incident research, and respond to data issues reported by OUC internal and external customers; develop SQL DDL (data definition language) and DML (data manipulation language) code in the Snowflake cloud database to define and manipulate data models
  • Research customer (end point, meter) consumption usage, power quality recorded events and prepares information in usable format for EWD engineering and operations teams; prepare comprehensive meter, field activity and billing assessments to support meter to cash (billing) activities; analyze large volumes of data related to meter endpoint usage, events, status, health, instrumentation and network performance; identify problems and correct data when necessary;
  • Develop, schedule and maintain various daily and periodic reports, ETL (extract, transform, load) pipelines and orchestrate operations through ETL technologies (Talend and Talend Management Cloud); provide ad hoc reports internally and to other Business Units as needed;
  • Collect and assess business requirements to develop use cases; perform analysis of data to determine solution effectiveness;
  • Design, test, and implement less complex data visualizations, dashboards, and automated workflows of analysis and end-user impact by applying gathered business requirements, and data from diverse systems & technologies (Alteryx, Tableau, Snowflake etc.);
  • Support Key Business Operations such as Electric and Water Workflow for Connectivity Model Analysis, as well as additional Operations Use Cases utilizing the MDP
  • Coordinate department pilots and assist with data transfer and tracking of large-scale AMI deployment projects.
  • Perform system administration responsibilities for any of the following application/areas: cloud based Meter Data Platform, AMI network (HES), route management software, MV-90 hardware/software, AMI communication issues and any additional technology field solution;
  • Monitor and maintain system health and performance; perform file movement and use case support/management, respond to/resolve system anomalies, liaise with vendors and users/technical staff, support infrastructure enhancements, and help ensure system performance across multiple environments;
  • Proactively research and plan necessary application/system patches/upgrades by coordinating testing and release management with impacted areas following change management methodology and documentation best practices;
  • Develop documentation using Visio, Excel & PowerPoint contribute to the documents for the MDP (meter data platform infrastructure diagram, data source mappings, etc), Electric and Water Connectivity workflow analysis and other use case deliverables.
  • Provide verbal and written meter data application expertise of configurations needed to support OUC processes and system flows;
  • Utilize team methodology for business requirements documentation (use case intake form/testing results) and agile project management tools such as Jira;
  • Collaborate with other internal stakeholders (Digital & Technology, Operations, Customer Service, etc.) to identify data/systems needs and opportunities for improvement;
  • Represent OUC interest when attending software vendor conferences, user forums and other events that relate to meter data and AMI technologies; collaborate with various vendors/Consultants/Contractors to develop solutions on the MDP (Meter Data Platform).
  • Facilitate vendor support for implemented technologies such as Honeywell (NetSense/RouteManager HeadEnd Systems/Endpoint Management) in support of system health, updates and troubleshooting; review and approve updates, enhancements, and troubleshooting related to applications, systems, and firmware;
  • Perform other duties as assigned.

Technical Requirements:

Working knowledge of the following:

  • Corporate applications such as billing systems, financial systems
  • Corporate integrations and data transfers
  • Communication protocols and data transfers between end points
  • Database technologies and programming languages (e.g., Python, Microsoft SQL, Oracle, Snowflake, etc.)
  • Data analytics techniques and methodologies;
  • Technology issues with hardware, software, and network issue
  • Familiarity with but not limited to the following:
    • Electric meters;
    • Water meters;
    • Data visualization (e.g., Tableau, Qlk, PowerBI, etc.)
    • ETL technologies (e.g., Talend)
    • Related cloud based technologies (e.g., Amazon Web Services)
    • Alteryx- Analytic Process Automation Tool
    • Computer server, networking, virtual machine set up, administration and issue management
    • Related industry, organizational, and departmental policies, legal guides, best practices, and procedures, ordinances, and laws.
  • Effective oral and written communication and presentation skills;
  • Ability to:
    • Respond to 24x7 call-outs on a rotating basis, as a system administrator for the AMI HES, MDP or other related operational technologies.
    • Develop structured test scenarios, test cases, and perform accurate testing with documented results;
    • Develop complex structured queries for accurate results;
    • Lead technical design through application structured testing;
    • Create logical and physical data models and design user interfaces;
    • Integrate/share/publish timely data to third party systems needing access to operations data;
    • Develop and give related presentations to technical and non-technical audiences;
    • Lead and/or independently work through technical projects;
    • Provide training and/or guidance on meter data and related technologies to others.
    • Perform data analysis related to meter endpoint usage, events, status, health, instrumentation and network performance statistics;
    • Use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (computer, fax, telephone, copier, etc.);
    • Make arithmetic computations using whole numbers, fractions, and decimals, and compute rate ratios, and percentages;
