Job Summary

We are seeking an Environmental Manager to work on the DSA-2000 project (https://www.deepsynoptic.org/), a world-leading telescope that is currently in the final design phase. The array will use 2000, 5-meter dishes to observe at radio wavelengths (0.7 - 2 GHz frequency range) to survey the skies 10x faster than any radio telescope current or planned. The telescope will conduct a broad range of research, including the study of the formation of galaxies, the search for cosmic explosions, and investigations into the nature of gravity. A key component of the construction readiness is the permitting of the future site for the project. The project is located near Ely, NV within a majority portion of Bureau of Land Management (BLM) property. The Environmental Manager will support the Lead Project Manager with the site permitting and compliance process.

The role will be fully remote but will require site visits to the project site from time to time. Other travel requirements to Caltech in Pasadena may be required as required for in-person team meetings. This role includes opportunities for growth through education and training as relevant or needed. Essential Job Duties



  • Lead the site environmental permitting and compliance process for the DSA-2000 project.
  • Create and maintain timelines and budgets for permitting and compliance.
  • Contracting and statement of work development for environmental consulting teams.
  • Manage environmental consultant contracts for completion of the third-party NEPA process and oversee biological and cultural surveys and permitting documents.
  • Manage the consultation with state and federal agencies on behalf of the project as part of the permitting and compliance process.
  • Identify timeline and budget risks and create mitigation strategies.
  • Provide the project leadership team with environmental management best practices and recommend changes or modifications to improve environmental compliance.
  • Advise construction and engineering team on environmental impacts relating to construction methods within the project footprint.
  • Implement mitigation and compliance strategies to meet compliance needs and work within allowable budgets.
  • Oversight/ Involvement with construction crews and other contractors to ensure understanding and compliance with permit requirements.
  • Other duties as needed.


Basic Qualifications



  • A Master's degree in environmental management, environmental science (or similarly related fields).
  • 5 years minimum of project management experience.
  • 10+ years' experience in environmental regulatory and construction industry compliance.
  • Knowledge and experience of environmental permitting with federal, state and local agencies.
  • Knowledge and experience permitting for biological, cultural and water resources.
  • Experience and understanding of civil construction and contract management.
  • Ability to work collaboratively with a diverse team and stakeholders with varying resource interests and goals.
  • Experience with construction methods and equipment, and associated impacts to environmental resources.


Preferred Qualifications



  • 5+ years of oversight and partnership with consulting teams with a high level of understanding of contractual agreements and required environmental scope of work relating to biological, cultural, waters and other environmental resources permitting.
  • 10+ years' experience with project management.
  • Experience as a Construction Manager or Site Superintendent/Site Supervisor, or experience with oversight of construction contractors.

Hiring Range

$150,500 - $180,000 Per Year

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.
