Job Description Summary: The Property Analyst serves as an integral member of the Contracts, Subcontracts, Procurement & Property (CSPP) department. CSPP strives to provide both its internal and external customers with solution oriented leadership and guidance and is focused on achieving the strategic objectives of the organization while balancing risk and regulatory compliance.The role reports to the Lead, Government Property and is responsible to support daily operations and ensure Government Property compliance for Draper and all Draper offsite locations. The Property Analyst serves as the focal point subcontractor control and property closeout report generation for all audits and internal reporting. This position is heavily focused on the record maintenance and reporting of all customer, subcontractor and Draper property in accordance with Draper Property Office Procedures and Government FAR/DFARS regulation. The Property Analyst needs to exercise judgment based on experience and knowledge and must possess the ability to develop recommendations to senior staff to support solutions for complex problems.
Job Description: Duties/Responsibilities * Collaborate with program teams and CSPP leadership to prepare, analyze and submit compliant Government property reports. * Create process flowcharts and process flow documentation. * Maintain and oversee the accuracy Government property records, with regard to acquisition, receiving, identification, movement, storage, inventories, consumption, utilization, maintenance, subcontractor control, disposition and closeout in accordance with company policies and procedures, applicable laws, customer's requirements and sound business judgment. * Provide guidance to end users on all aspects of property management to ensure conformance with Government regulation and the Draper Property Office Procedures while maintaining a high level of customer satisfaction. * Research complex property issues and provide recommendations for resolution. * Responsible for the daily inventory reports and continuous data analysis to maintain property record accuracy. * Ensure the integrity of all data, records, and reports required for official submission. * Reviews the FAR and DFARS for new requirements and customizes the Property system to remain compliant. * Actively supports departmental and program meetings and assist the Property management team in the development and execution of departmental goals and objectives. * Manage Draper's Unique Item Identification (UID) process to ensure we remain compliant with Government audits.
Skills/Abilities * Working knowledge of the DoD PIEE system is required. * Must possess a basic understanding of the Government contractual life cycle as it relates to Government property. * Knowledge of Government property FAR/DFARS requirements. * Knowledge of Quip property management system. * Knowledge of DCMA and DCAA audits. * Ability to work independently and seek out answers to problems. * Knowledge of bar-code scanning and physical inventories. * RFID Knowledge. * Highly motivated self-starter. * Strong written and oral communication skills. * Proficient with MS Excel, Word, PowerPoint and metrics creation.
Education * Bachelor's degree in business or other relevant field of study required. * Equivalent combination of education and experience may be considered in lieu of a degree. * Certified Professional Property Administrator (CPPA) or other professional certification by the National Property Management Association (NPMA) is preferred.
Experience 5-7 years related work experience in Government property management. Additional Job Description: Responsibilities:
- Assist with and planning and performing physical inventory and associated records updates
- Investigate, analyze, and resolve deficiencies in the Property system to increase efficiencies, enhance processes and adds improvements.
- Assist program personnel with new custodian assignment and record update
- Prepare property reports as necessary (CDRL), ensure the integrity of data, records, and reports required for timely submission to the program
- Locating government property and facilitating loss investigations
- Maintaining an accurate and auditable system of record (records clean-up, contract transfers, movement, transactions, asset retirement, shipments, etc.)
- Support processes to identify and disposition excess/obsolete property
- Provide guidance to end-users on all aspects of property management to ensure conformance with Government regulation and the Draper Property Office Procedures while maintaining a high level of customer satisfaction.
- Actively supports departmental and program meetings and assist the Property management team in the development and execution of departmental goals and objectives.
- Oversee movement of assets and associated record updates, including temporary movement off-site
- Conduct program specific property self-assessments to ensure FAR compliance
- Provide DCMA audit support
- Training program end-users in property management and drive process improvement with the program team
Qualifications:
- Minimum 5-7 years related work experience in government property management.
- Certified Professional Property Administrator (CPPA) or other professional certification by the National Property Management Association (NPMA) is preferred.
- Bachelor's degree or equivalent combination of education and experience may be considered in lieu of a degree.
- Working knowledge of PIEE is required.
- Experience with eQuip property management system is highly desired.
- Must possess a basic understanding of the Government contractual lifecycle as it relates to government property.
- Working knowledge of RFID functionality desired
- Experience with DCMA and DCAA audits.
- Demonstrate a working knowledge of FAR 52.245-1, FAR Part 45, DFARS 245.6, 252.245-7005 and other applicable regulations.
- Ability to work independently, seek out answers to problems and drive positive change within the organization.
- Ability to analyze, discuss and present results/reports to all levels of the organization.
- Experience with bar-code scanning and physical inventories required.
- Highly motivated self-starter, excellent written and oral communication skills as well as thorough familiarity MS Excel, Word, PowerPoint and metrics creation.
- Strong communication skills.
- Active secret clearance preferred or ability to obtain a security clearance.
- Strong skills in all Microsoft Office applications, particularly in Excel.
- Ability to prioritize competing tasks with minimum supervision.
- Candidates will be US Citizens subject to a government security investigation and must meet eligibility requirements for access to classified information. Active Secret clearance preferred.
- May require some travel
