Senior Recipient Rights Investigator

Under the general supervision of the Director of Recipient Rights, the Senior Recipient Rights Investigator (RRI) will be responsible for advocating for recipients and recipient services in the Crisis Care Services Unit at the Detroit Wayne Integrated Health Network (DWIHN). Employees in this classification also make recommendations for improvements to the rights protection system and may serve as a team-lead for lower-level RR Investigators.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Receives and reviews complaints of suspected or alleged violations of the rights of recipients of services in accordance with the Michigan Mental Health Code.
  • Develops and presents training on recipient rights protection for staff and contract agency employees.
  • Reviews incident reports and compiles statistical reports.
  • Participates in the Recipient Rights Advisory Committee and other hospital committees.
  • Communicates with staff on patient rights and best practices.
  • Remains current on rights protection practices through annual training.
  • Investigates complaints of alleged violations throughout the Network's service delivery system.
  • Conducts interviews with recipients of services, witnesses, and employees.
  • Conducts reviews of service sites.
  • Writes comprehensive written reports of investigative findings.
  • Develops and recommends appropriate remedial action.
  • Monitors contractors within the Network's service provider system to ensure timely implementation and documentation of remedial actions.
  • Testifies in criminal and civil litigation as the investigator and subject matter expert in issues involving violations of the rights of recipients of service.
  • Partners closely with regulatory and industry counterparts and law enforcement agencies.
  • Monitors contractors within the Network's service delivery system for compliance with regulations, rules and policies related to recipient rights.
  • Prepares appropriate reports of reviews including corrective action plans for noted deficiencies.
  • Develops and maintains collaborative relationships with providers of service for the enhancement of the rights protection system.
  • Ensures Recipient Rights Booklets are provided and explained to members.
  • Performs related duties as assigned.

REQUIRED EDUCATION:

A Bachelor's degree from a recognized college or university in a Human Services, Social Services (i.e. Sociology, Psychology, Social Work), Public Health, Public Administration, Healthcare Administration, Business Administration, Criminal Justice, or a related field.

REQUIRED EXPERIENCE:

Three (3) years of full-time paid investigative work experience in human rights and/or criminal justice.

AND

One (1) year of full-time paid experience working in an environment where mental health services have been provided.

REQUIRED LICENSE(S).

A valid State of Michigan Driver's License with a safe and acceptable driving record.

NOTE: Employees are required to have an operable vehicle available during work hours.

SPECIAL CONDITIONS:

The Basic Skills Training curriculum is a mandatory training program for staff in Michigan who provide recipient rights services. The curriculum is designed by the Michigan Department of Health and Human Services Office of Recipient Rights. The training consists of two parts:

  • Basic Skills - Part 1: Provides knowledge of the laws required to carry out the Mental Health Code.
  • Basic Skills - Part 2: Provides skills related to investigation, report writing, and processing.

Staff must complete the Basic Skills Training curriculum within the first 90 days of employment.

WORKING CONDITIONS:

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan.

This position is an on-site position.

Employees in this classification may be required to work nights and weekends.
