The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

Position Summary

The Senior Manager, Human Resources and Payroll reports to the Director, Human Resources and Operations. This role involves supporting financial and administrative transactions related to payroll and HR functions within the Department of Health Policy and Management. The incumbent will assist in establishing, implementing, and monitoring accounting policies and financial reporting procedures, working closely with administrative teams, faculty, and students. Additionally, this position will supervise a staff member.

Responsibilities

85% - HR and Payroll related functions:



  • Ensure all PAC/payroll transactions including salary distributions and cost transfers are processed accurately and timely meeting required deadlines.
  • Process and monitor all student and faculty appointments and payroll, working closely with the Academic Administrative Team. This includes teaching assistants, graduate student administrators, adjunct appointments, and period salaries.
  • Assist with the recruitment of staff by posting positions on Columbia's job site (TalentLink).
  • Assist in pre-hire and onboarding functions for Officers of Administration, Officers of Instruction, Officers of Research, and Student employees. Manage the I-9 process for new hires.
  • Process all short-term visitors through JIRA.
  • Manage the hourly staff biweekly timesheets in TLAM to ensure hours are submitted and approved on time. Manage the collection and verification of time off trackers in TLAM for all Officers of Administrative staff ensuring all submissions are up to date and approved by supervisors.
  • Prepare and monitor additional compensation transactions.
  • Maintain payroll reconciliations for accuracy and required adjustments.
  • Submit student stipends and scholarships for processing.
  • Assist with updating faculty profiles on the CUIMC website.
  • Assist with International hires and visitors Visa packets.


10% - Financial and Budget Reporting:



  • Prepare monthly analysis supporting operational and quarterly close initiatives.
  • Prepare and maintain monthly financial analysis as well as monthly financial reports.
  • Assist with implementing maintaining and monitoring internal financial controls and procedures.
  • Participate as a key member of the administrative team, providing support to faculty, staff, and students.
  • Interact with other departments/schools in gathering data and providing support.
  • Support departmental and management inquiries and analysis.


5% - Perform related duties and responsibilities as assigned/requested

Minimum Qualifications



  • Requires a Bachelor's degree or equivalent combination of education and experience.
  • At least 4 years of experience.
  • Knowledge of Human Resources and best practices.
  • Knowledge of accounting principles and practices.
  • Ability to prioritize multiple responsibilities.
  • Excellent oral/written communication.
  • PeopleSoft/PAC experience.
  • Proficient computer skills, including Microsoft Office, with advanced Excel skills, and PowerPoint.
  • Strong attention to detail and accuracy.
  • High degree of self-motivation/initiative.
  • Can work effectively both individually and as a team player.
  • Analysis and Problem-solving skills.
  • Maintaining confidentiality is essential.
  • Strong customer service and interpersonal skills.
