SUMMARY OF DUTIES:

This position has the overall responsibility for leading Track, B&B and C&S field operations and inspections on the Central Division. This position is responsible for providing technical, logistical, and administrative support to the Division Engineer for the efficient and cost-effective management of track/structures, C&S Maintenance and Construction Projects.

ESSENTIAL FUNCTIONS:



  • Directs Engineering Department resources and has the overall responsibility for the planning, coordination Integration, execution and tracking of all construction projects within a division, including technical or engineering management requirements to support the efficient operation of a specific function or department.
  • Responsible for all project management functions including design, review resource planning, provide information for scheduling and integration, implementation, cost control, reports, and closeout with respect to construction of bridges, buildings, signals and communication, track, and related appurtenances on Amtrak-owned property, and that property owned by other railroads and maintained by Amtrak within a designated Division.
  • Develops and fosters Interpersonal relationships and provides guidance, direction, and support to subordinates and cross-functional teams to ensure the effective utilization of Amtrak resources such that all financial and schedule aspects of assigned projects are effectively managed and controlled.
  • Responsible for the Implementation of technical standards, policies, and procedures related to a specific discipline.
  • Responsible for the development, planning, budgeting, coordination, and scheduling of resources required to accomplish construction projects and programs.
  • Establishes planning, scheduling and cost control policies, practices, and procedures relating to construction projects.
  • Ensures effective utilization of Amtrak Project Management staff and force account labor.
  • Builds and maintains relationships with internal/external customers to accomplish objectives and provide effective communication.
  • Directs the planning of ongoing projects and programs to ensure the efficient use of resources and adherence to Amtrak's business plan.
  • Responsible for the integration of construction projects and programs to ensure timely completion.
  • Directs the development of scope, schedules, estimates and cost-control measures for both short and long-term resource planning relating to Amtrak and third-party projects and programs.
  • Manages Capital and Reimbursable budgets from $5M to $100M


PREFERRED QUALIFICATIONS:



  • Bachelor of Science Degree in Engineering with a minimum of 9 years' experience, or a minimum of 13 years' equivalent work experience and training in position of similar capacity in lieu of a degree.
  • Qualified or possess sufficient experience to be qualified in: MW-1000, GCOR, RWP, applicable FRA Rules & Regulations.
  • Demonstrated supervisory experience in right of way inspection, maintenance, and construction.
  • Must be able to interface with all levels of employees and both external and internal customers.
  • Must be skilled and experienced with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions.
  • Expert level knowledge and experience in all facets of Track inspection, maintenance, and construction as well as working knowledge of other crafts involved.
  • Demonstrated knowledge and applied experience in railroad operations, operating rules, and divisional operating processes and procedures
  • Possess knowledge of and ability to apply Federal Railroad Regulations including Roadway Worker Protection and those pertaining to Track, Communications and Signals, and Bridges and Buildings.
  • Demonstrated effective communication skills both written and verbal; skilled in delivering presentations within and outside of the organization.
  • Demonstrated skill and ability utilizing effective time management and delegating work to others.
  • Demonstrated ability to understand and apply collective bargaining agreements.
  • Held craft positions(s) performing Track inspection and maintenance.
  • Leadership experience in the following areas: technical and craft supervision.
  • Strong interdepartmental leadership with the ability to identify problems and develop solutions.


WORK ENVIRONMENT:



  • Position is responsible for 24/7 operation- fast paced environment with frequently changing priorities.
  • Available to work at various times to support railroad operations as needed including nights and weekends.
  • Combination of office and field environment working in all weather conditions.
  • Travel: 40%

Must have excellent oral and written communication skills.

The salary/hourly range is $155,000.00 - $171,132.52. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
