Description

Salary range is $60k to $140k, with a midpoint of $95k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under the general direction of the Manager, EAMS Administration, this position works within the Essential Data section of the Operations Department to align technology solutions with business strategies to support agency asset management practices. This position collaborates with business units across the Operations Department that manage and maintain assets, working with them to ensure the data reflecting their asset management activities are accurately captured within the software and that the system maintains auditability of all records housed therein. This requires an in depth understanding of the capabilities of the system and means that this position is responsible for all software configurations.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.



  • Serves as first responder to EAMS system failures, troubleshooting, resolving, and contacting server and agency applications analyst groups as appropriate.
  • Exercises high-level process analytic skills with the ability to interview customers, determine needs, and then assemble, document, and articulate technical requirements and instructions to teams of diverse disciplines.
  • Responsible to provide level 2 and 3 support requests detailed within the EAMS Service Level
  • Agreement provisions to an enterprise-wide customer base within the proscribed agreement's time frame and satisfaction.
  • Contributes to the team knowledge base by documenting answers to repeatable questions and resolutions to error codes and complaints with clarity and brevity, and coding documents in accordance with the developed standard.
  • Collaborates across departments to maintain and troubleshoot software integrations with EAMS.
  • Develops and tests diverse use case scenarios to support a variety of stakeholders.
  • Supports all software upgrades and version updates in collaboration with IT. Develops, schedules, and facilitates User Acceptance Testing.
  • Designs and presents material to the EAMS Governance Board in support of stakeholder requests and functional improvements that represent system wide configuration modifications.
  • Completes periodic reviews of system documentation as needed, updating and managing the approval process as required.
  • Identifies and transitions large scale stakeholder requests into project workflows.
  • Plans, resources, schedules, executes, and reports on progress of deliverables and outcomes on projects as assigned.
  • Develops and presents training material as needed on the functional capabilities and opportunities available to the EAMS customer base.
  • Systems thinker, leveraging knowledge of diverse business practices and standards, to ensure solutions support and align across the organization.
  • Independent worker, comfortable with ambiguous and difficult issues, and the confidence to research additional information and best practices related to said problems in order to reach realistic and achievable solutions within the constraints of the organizational resources available.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in IT, Business Administration, Project Management, or closely related field. Four years of working on a large-scale software system focused on asset management, along with experience in business analysis which includes designing and documenting detailed process flows, and performing quality assessment and assurance functions; Or an equivalent combination of education and experience.

Required Knowledge and Skills:



  • Transit Industry maintenance principles.
  • Intermediate/Expert understanding of databases and how to utilize them in conjunction with reporting or visualization software.
  • Interpreting, changing, and evaluating software configurations to support stakeholder's maintenance and asset management strategies.
  • Pertinent state and federal regulations; Agency policies, procedures, rules, and regulations.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Principles and procedures of record keeping.
  • Project management techniques and principles, including quality assessment and assurance.
  • Modern office procedures, methods, and equipment including computers and remote working technologies, such as Teams, Outlook, etc.
  • Excellent oral and written communication skills and effective presentation skills, both in-person, and remotely.
  • SQL data mining skills with the ability to connect to SQL servers, write ad hoc queries, and extract data from highly complex relational databases.
  • Understanding of overall SharePoint functionality and experience with team site development.
  • Experience utilizing ServiceNow and operating within basic ITIL service provision structures.
  • Utilizing personal computer software programs affecting assigned work.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Applying advanced project management and program development techniques and principles.
  • Performing business process analysis.
  • Understanding and interpreting end user requirements.
  • Developing quality control techniques related to final product completion.
  • Recognizing, planning, implementing, completing, and reporting on progress of work assignments, to include ad hoc assignments, projects, and daily tasks as appropriate.
  • Using professional and/or technical concepts to perform assigned duties and solve problems.
  • Research and citing sources to determine solutions or recommendations.
  • Managing multiple tasks, setting objectives/goals, and re-prioritize work to meet changing deadlines and priorities.


Preferred Knowledge and Skills:



  • Knowledge of Enterprise Asset Management System as an administrator or super user.
  • Experience in business process management, application training and training material development, structured application testing methodologies, and process documentation and improvement.


Physical Demands / Work Environment:



  • Work is performed in a standard hybrid office environment.
  • Position is responsible for graphical user interface component. May be subject to eye/hand coordination and seeing.
