About the Job

About the Position:

The Data Core Technical Project Manager will support the Clinical Quality, Outcomes, Discovery, and Evaluation Core (CQODE) within the Center for Learning Health System Sciences (CLHSS).

This position is ideal for a person that is energized by providing excellent customer service through clear communication, authentic relationship building, structured project management, and technical know-how. Each successfully completed project puts a custom created health data set in the hands of researchers, clinicians, and patients that are striving to improve health care by learning from the past.

The Data Core Technical Project Manager is responsible for leading customers through a stage gate process to determine if their request is a good fit for our services and mission. This requirements gathering process requires technical knowledge and diplomacy in order to effectively facilitate meetings and communications, define a reasonable scope, and maintain a positive relationship even if we have to decline to accept their project.

When a project is accepted, you will be supporting service requests that require our data team to assemble custom data sets. You'll play a vital role by overseeing each phase of project management: initiation, planning, execution, monitoring and controlling, and closure.

Previous technical experience working with data, data scientists, and data engineers is essential to effectively gathering requirements; defining scope; communicating with customers and health system partners; and overcoming technical barriers as a team.

The Data Core Technical Project Manager will report to the Data Programs Manager.

Duties/Responsibilities

70%: Technical Project Management

  • Schedule and facilitate each step in a stage gate process to determine which projects to accept that align with resource capacity, skills, and mission.
  • Provide technical project management for approved data projects:
    • Establish a realistic scope, resource budget, and timeline by facilitating structured discussions with the customer, internal subject matter experts, researchers, health system partners, and data science and data engineering experts.
    • When a project is underway, support and manage project work (aiming to maintain scope, budget, and timeline), provide clear communication about progress to the customer, address risks and issues that develop with the data team (UMN and Fairview), and use technical knowledge to assist in problem solving.
    • Ensure that data sets meet quality requirements internally and with customers before closing a project.
    • Close the project by documenting what was learned that may be useful in the future, identifying process improvement opportunities, and celebrate the team's effort and accomplishment.
  • Provide superior customer service by communicating clearly, promptly, accurately, and with a positive attitude. Practice active listening to minimize miscommunications. Set clear expectations and ensure everyone in meetings understands the action items, decisions, and next steps.

20%: Programmatic Support

  • Manages support for internal CQODE projects (e.g. metrics tracking, annual report, development of educational materials, RA interviewing and hiring)
  • Update internal processes to support more efficient and accurate delivery for customers, and are not overly burdensome to the internal team.
  • Acts as the primary information resource to University faculty, staff and investigators about program services, resources, and CQODE health.
  • Facilitate weekly co-director's meetings and bi-weekly full team meetings.
  • Serve as a key member of the CLHSS operations team to enhance the development and growth of CLHSS and its strategic goals
  • Maintain a project database that documents project progress, health, and compares baseline timeline and resources estimates with actual values.
  • Other duties as assigned

10%: Regulatory support

  • Ensure that all regulatory responsibilities and processes are followed and that teams feel encouraged and free to speak up to report issues.
  • Collaborate with CLHSS regulatory specialists to
    • Interpret, apply, and maintain compliance with Federal Regulations, Good Clinical Practice (GCP), and University policies as it relates to assigned research protocols.
    • Ensure timely and accurate data and regulatory submissions; engage with Investigators and study staff to ensure adequate documentation is available.
    • Monitor and ensure adherence to research protocols, IRB, Data Use Agreements and other state and local regulations.

Work Arrangements:
This position follows UMN Work. With Flexibility. guidelines. Currently, the position will be primarily working from home. There may be occasional needs to be on campus and over time there may be a need to set a regular schedule for a few days on campus each week. Work hours should follow a regular schedule, falling between 7-5, M-F.

Qualifications

Required Qualifications:

  • BA/BS with at least 4 years of research/technical project management experience or a masters degree in computer science, data science, engineering, biostatistics or related field plus 2 years of related experience
  • Advanced proficiency working with data in spreadsheets (e.g. INDEX-MATCH formulas, pivot tables, data validation, conditional formulas), or basic proficiency with statistical software (e.g. R, Python, or Stata), or basic proficiency with SQL.
  • Excellent customer service skills (i.e. clear written and verbal communication, patience, tenacity, active listening, and positive attitude) with the ability to translate information back and forth between our technical team and the customers.
  • Demonstrated ability to manage data centric technical projects with multidisciplinary teams, by leveraging a high-level understanding of the roles, responsibilities, and methods of data scientists and data engineers.
  • The ability to attend to multiple projects within a single work day, identifying and prioritizing the most important work while also promptly communicating timeline delays as they arise due to complications, scope changes, or capacity limitations.
  • Well-developed strategies for managing each phase of a project's life cycle: initiation, planning, execution, monitoring and controlling, and closure.
  • Demonstrated ability to engage in proactive problem solving to resolve issues, with the ability to discern when a problem needs to be elevated.
  • Commitment to positive team dynamics, client satisfaction, and creating a diverse, equitable, and inclusive environment

Preferred Qualifications:

  • Bachelor's degree in a STEM field.
  • At least 2 years of experience cleaning and analyzing data
  • Experience with data wrangling and analysis.
  • Project Management Professional certification
  • At least 2 years of experience in a health-related research setting.
  • Experience working on a multi-disciplinary team.
  • Previous University of Minnesota experience.
  • Experience working on federally funded projects.
  • HIPAA & CITI Training.
  • Proactive, self-starting work ethic.

The Center for Learning Health System Sciences is a one-of-a-kind partnership between the Medical School and School of Public Health with a goal to decrease the time it takes for science to make it from the lab to the clinic in pursuit of better health outcomes for the patients we serve. Pay and Benefits

Pay Range: $88,000-94,000; depending on education/qualifications/experience

Time Appointment: 75%-100% Appointment
