USAC's target compensation range for a new hire into this position is $115,000.00 To $145,800.00 USD per year. Actual salary may vary depending on job-related factors based on knowledge, skills, and experience, as evaluated throughout the interview process. In addition, this position may be eligible for an annual performance bonus. Position Overview

As USAC continues to support universal service to bridge the digital divide, it is critical that we hire people equally passionate and committed to helping fulfill our mission. We are currently seeking an experienced, dynamic and collaborative professional to serve as an Assistant General Counsel within the Office of General Counsel.

Working in a creative and fast-paced environment, the Assistant General Counsel will provide legal support to the Lifeline program, ensuring internal and external stakeholder compliance with the Federal Communications Commission's (FCC) rules and regulations. Your responsibilities will include, but are not limited to:

  • Providing counsel on the administration of the Lifeline Program, including providing guidance on the implementation of program rules and requirements, and promoting measures to ensure program integrity and program success.
  • Identifying potential legal issues and areas of risk in relation to program administration, and propose solutions to address novel or complex legal and operational concerns.
  • Ensuring compliance with all federal, state, and local laws affecting USAC operations.
  • Providing legal assistance on corporate law related matters as needed (e.g., litigation, privacy, fraud risk, contracts, and procurement).
  • Communicating with other USAC divisions and FCC staff on programmatic matters.
  • Other specific duties as assigned.

About You

The successful candidate will excel at operating in a diverse and fluid environment, and should possess the following:

  • Juris Doctor from an accredited law school.
  • License to practice law in a United States jurisdiction.
  • Minimum of five (5) years' legal experience, with at least one (1) year of experience related to regulatory, administrative, and/or telecommunications law.
  • Ability to exercise sound legal and business judgment.
  • Proactive approach and strong follow up skills, with an ability to effectively manage multiple projects and time-sensitive tasks.
  • Excellent oral and written communications skills, including the ability to prepare and deliver information clearly and concisely.
  • Strong analytical and legal research skills.
  • Experience working with the federal Universal Service Fund programs (i.e., Lifeline, Schools and Libraries, Rural Health Care, and/or High Cost) is preferred.
