Landmarks Preservationist

**To be considered for this position candidate must be serving permanently in the title of Landmarks Preservationist, or have filed for and be reachable on the civil service list for Exam #4121 once
established. Proof of filing for the exam will be required. **

The Division of Transportation Planning & Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division's responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. Traffic Engineering and Planning Unit (TEP) is responsible for conducting, reviewing, and approving transportation engineering and planning studies, analyses and methodologies including transportation planning assumptions for Environmental Impacts Statements, Traffic & Transportation Studies, and Projects. These relate to every aspect of traffic operations and planning from curb-cuts to area-wide studies.

Under general direction and supervision, the candidate will undertake technical assignments and participate in planning, organizational, and policy determinations by NYC DOT as they apply to Section 106 of the National Historic Preservation Act (NHPA) of 1966, Title 36 of the Code of Federal Regulations, Part 800 (36 CFR 800), and Section 14.09 of the New York State Historic Preservation Act, and perform related work. The candidate will assist with historic resource analyses for NEPA, and review related work and documents provided by consultants to ensure that submission information is comprehensive and accurate. The candidate should have experience with historic resources and regulatory compliance. Under general supervision the candidate helps to establish priorities and liaisons with Federal and State agencies; formulates regulations, standards, plans, and programs for related to Historic Preservation as they relate to NYC DOT. The
candidate will participate in the organization of public hearings; is responsible for providing feedback to supervisor for approval or disapproval or recommendations of redesign of unacceptable applications. The candidate should have the ability to undertake extensive research projects. The candidate will maintain files related to work of the department including maps, photographs, and slides. The candidate should be comfortable speaking to both internal and external members of the project team and can explain the Section 106/14.09 process to individuals with varying knowledge of the topic.

Preferred Skills
Familiarity with archeological resources, National Register of Historic Places eligibility, and section 4(f) procedures preferred but not required. Candidates should meet the qualifications under Title 36 of the Code of Federal Regulations, Part 61, Appendix A (36 CFR 61) in fulfillment of the requirements under Section 106.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37. This position is open to qualified persons with a disability who are eligible for the 55-a program. Education and Experience Requirements: By the last day of the Application Period you must have:

1. A master's degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) with a major in historic preservation, architectural history, art history, architecture or American history; and one year of full-time satisfactory experience working in the fields of preservation, restoration or conservation of historic structures; or conducting research in architectural or art history, or
working as an architect or architectural assistant; or teaching college level courses in historic preservation, architectural history, art history, architecture or American history; or

2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) with a major in historic preservation, architectural history, art history, architecture or American history; and two years of full-time satisfactory experience as described in "1" above; or

3. Education and/or experience equivalent to "1" or "2" above. Graduate study in any of the majors listed in "1" above can be substituted for up to one year of required experience on the basis that 30 graduate credits is equivalent to 1 year of experience. However, all candidates must have a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) with a major in any of the fields listed in "1" above, and one year of full-time satisfactory experience as described in "1" above.
